National Development And Reform Commission: Recycling Waste Textiles Standard Collection Facilities Are Expected To Be Implemented

Recently, the general office of the national development and Reform Commission issued the notice on the list of key cities for the construction of waste materials recycling system (hereinafter referred to as the "notice") and proposed that 60 cities, including Beijing, should be identified as key cities for the construction of waste materials recycling system.

The circular pointed out that cities should improve the waste material recycling network system, improve the sorting, processing and utilization level of renewable resources according to local conditions, and promote the development of second-hand commodity trading and remanufacturing industry. Focus on the construction of large-scale network intelligent standardized recycling stations and green sorting centers and trading centers that meet the requirements of relevant national and local standards. The standardized collection facilities for plastic waste and waste textiles should be taken as an important part of the construction of the recycling system. Cities with conditions should also build a number of recyclable Express packaging and recycling facilities. We should strengthen the quality improvement and environmental supervision of the recycling, processing and utilization industry of renewable resources, promote the industrial agglomeration development, do a good job in the supervision of the dismantling production logistics of waste electrical and electronic products, and improve the "scattered pollution" situation of the industry. It is necessary to build a variety of second-hand commodity trading channels, encourage the construction of high-quality automobile parts remanufacturing projects, and explore remanufacturing projects in new fields such as aircraft, aero-engine and industrial robots.

China is the largest textile and clothing producer and consumer in the world. The total textile fiber processing accounts for more than 50% of the world. The annual total fiber consumption is about 30 million tons, and the per capita fiber consumption is about 22.4 kg, basically reaching the level of medium developed countries, resulting in a large number of waste textiles. According to the calculation of relevant research institutions, the use of 1 kg of waste textiles can reduce 3.6 kg of carbon dioxide emissions, save 6000 liters of water, and reduce the use of 0.3 kg of chemical fertilizer and 0.2 kg of pesticides. The recycling of waste textiles can not only improve the efficiency of resource utilization and solve the shortage of textile raw materials, but also help to save land resources, reduce carbon dioxide emissions and protect the ecological environment.

Due to the constraints of system mechanism, recycling system, sorting method, technology and standards, the main raw materials of recycled fiber in China are PET bottle pieces and industrial textile waste. The amount of used clothing fabrics from urban and rural residents is small, and the overall recycling efficiency of waste textiles is relatively low. With the global fashion industry to achieve the goal of replacing recycled materials by 2030, the demand for recycled fiber materials will grow rapidly in the future. It is urgent to improve the recycling rate of waste textiles and the output of recycled fibers in China, build a recycling system of waste textile resources, and promote the development of related industries.

According to the implementation opinions on accelerating the recycling of waste textiles, by 2025, the recycling rate of waste textiles will reach 25%, and the output of recycled fibers from waste textiles will reach 2 million tons. By 2030, the recycling rate of waste textiles will reach 30%, and the output of recycled fibers from waste textiles will reach 3 million tons. It is of great significance to promote the development of green resources, promote carbon recycling and achieve low carbon security.
