Since this year, the development of the industry has been under pressure due to unexpected factors such as insufficient demand. From January to October, the industrial added value of enterprises above designated size in the textile industry decreased by 0.9% year on year; The retail sales of clothing, shoes and hats, knitwear and textiles by units above the designated size nationwide were 1041.4 billion yuan, down 4.4% year on year; The profit of textile enterprises above designated size was 147.18 billion yuan, a year-on-year decrease of 25.7%. China's textile industry overcame difficulties and maintained the overall stability of the industry development. Some future oriented structural indicators showed outstanding performance.

From the perspective of scale advantage, from January to October, the operating revenue of textile enterprises above 35000 households in China reached 4207.14 billion yuan, up 1.7% year on year. Online channel sales rebounded, and the national retail sales of online clothing products increased by 5.3% year on year, 0.6 percentage points faster than the first three quarters.

In terms of competitiveness, from January to November, China's textile and clothing exports reached US $297.63 billion, up 4.5% year on year. Among them, textile exports reached US $136.93 billion, up 4.7% year on year; Clothing exports reached US $160.7 billion, up 4.3% year on year. Since this year, the growth rate of China's textile and clothing exports to ASEAN has always remained above 20%.

From the perspective of structural adjustment, the demand for intelligent and green transformation of enterprises and optimization of industrial layout has been released, and the investment in the textile industry has achieved rapid growth. From January to October, the investment growth rate of textile industry, clothing industry and chemical fiber industry was 6.0%, 28.4% and 27.0% respectively.

The development of the industry plays an irreplaceable role in stabilizing economic development, balancing the balance of payments, creating employment space, promoting the improvement of people's livelihood, and is the ballast of the stabilizer in the national economy.

During the two sessions this year, the China Textile Federation assisted the textile industry representatives to form proposal materials. At present, the uncertainty and vulnerability of the external environment have increased significantly. Geopolitical conflicts continue to deepen, and the global economy is facing the risk of recession, characterized by high volatility and low growth. Raw materials and energy have become the key factors affecting the stability of the global industrial chain supply chain. Data shows that the proportion of energy cost in production cost of European textile enterprises has risen from 5% to about 25%. The European supply chain production system represented by Germany is gradually shifting to the United States and Asia. For example, BASF hopes to spend 15% of its global investment in North America from 2022 to 2026. Strengthening the layout around resource elements has become an important trend. As a large manufacturing and population country, China has a high dependence on crude oil, cotton, wool, flax and other primary products, of which the dependence on crude oil is more than 70%. Refining is an important area of cooperation with the deepening of cooperation between China and Arab countries. For example, in the process of undertaking the transfer of Hangzhou's clothing industry, Haining and Xucun have achieved leapfrog development in the clothing industry; Guangzhou Zhongda textile processing and manufacturing industry has transferred to Qingyuan, and a modern textile industry cluster is accelerating its rise. 2. Developing industrial clusters in the process of urban-rural integration
