[Key] Special Actions To Promote Cross-Border Trade Facilitation Are Deployed By Various Departments Of The Country

Specifically, this special action mainly includes 19 measures in five aspects: first, further deepen the construction of "smart ports" and the digital transformation of ports, including five measures to support local governments to strengthen the construction of "smart ports" and the pilot reform of customs clearance mode. Second, further support the upgrading of foreign trade industry and the healthy and sustainable development of new business types, including four measures to promote the upgrading of processing trade. The third is to further improve the safety and smoothness of the cross-border customs clearance logistics chain supply chain, including four measures to continuously promote paperless documents and convenient handover in port and shipping logistics operations. Fourth, we will further standardize and reduce compliance fees in the import and export process, including continuing to implement two measures, including the Action Plan for Clearing and Regulating Charges at Maritime Ports. The fifth is to further enhance the sense of gain and satisfaction of foreign trade operators, including four measures to promote the "problem clearing" of enterprises and improve the communication mechanism between government departments and the business community.

It is reported that in 2022, 10 cities including Beijing, Tianjin, Shanghai, Chongqing, Hangzhou, Ningbo, Guangzhou, Shenzhen, Qingdao, Xiamen and other cities participated in the cross-border trade facilitation special action. The 10 reform and innovation measures that have been launched have been put into place, and the 501 "optional actions" that have been issued by customs in various regions in combination with actual conditions have also achieved remarkable results. On this basis, the participating cities will continue to expand this year. The special action will be carried out in 17 key port cities, including Beijing, Tianjin, Shanghai, Chongqing, Dalian, Ningbo, Xiamen, Qingdao, Shenzhen, Shijiazhuang, Tangshan, Nanjing, Wuxi, Hangzhou, Guangzhou, Dongguan, Haikou, etc.

The relevant person in charge of the General Administration of Customs said that carrying out the special action to promote cross-border trade facilitation is an important measure to benchmark the international advanced level and strive to create a market-oriented, legal and international first-class port business environment. This year, we will further include key cities in major economic provinces in the pilot scale, which will help to improve the impact and implementation effect of special actions. At the same time, the implementation of these reform and innovation measures will further benefit enterprises and people, better serve foreign trade, promote stability and improve quality.
