Following the spring atmosphere, many new spring clothes have been launched in major stores. On the occasion of the 41st "March 15" International Consumer Rights Day, local customs increased the inspection of imported clothing to escort the "beautiful fashion" industry.

Beijing Customs

On March 7, Yizhuang Customs, affiliated to Beijing Customs, found that one of the men's trousers was unqualified in the item of decomposable carcinogenic aromatic amine dyes when sampling the clothes imported by an enterprise. The customs urged enterprises to destroy 53 unqualified pants according to law.

"Decomposable and carcinogenic aromatic amine dyes, commonly known as azo dyes, can decompose and produce carcinogenic aromatic amines under special conditions, endanger human health and even induce cancer. The National Basic Technical Code for the Safety of Textile Products stipulates that this kind of dye is prohibited for textile products." Lu Feng, deputy director of the Commodity Inspection Department of Beijing Customs, introduced.

It is understood that the customs will focus on the detection of formaldehyde content, pH value, color fastness, odor, decomposable carcinogenic aromatic amine dyes and other items when sampling clothing. Since this year, Beijing Customs has detected four batches of unqualified imported clothing, namely pants, pajamas and underwear, totaling 102 pieces. The main reasons are related to the unqualified items of decomposable carcinogenic aromatic amine dyes, unqualified fiber content, unqualified instructions for use, etc, It does not comply with the Law of the People's Republic of China on Import and Export Commodity Inspection and its implementation regulations, and the relevant provisions of the National Technical Code for Basic Safety of Textile Products (GB 18401-2010).

The person in charge of Beijing Customs said that the customs will, as always, strictly control the quality and safety of imported clothing to protect the legitimate rights and interests of Chinese consumers. Customs tip: All clothing importers and agents should strictly implement the main responsibility of the enterprise, and the imported clothing must comply with China's national standards. It is suggested that consumers should know more about clothing quality and safety and purchase clothing through formal channels.

Qingdao Customs

In the year since last March, Qingdao Customs has intercepted 57 batches of substandard imported clothing products at the port, about 15000 pieces in total. The unqualified items mainly include color fastness, PH value, formaldehyde, azo dyes and other safety items. Among them, 42 batches were unqualified for color fastness, 6 batches were unqualified for PH value, 6 batches were unqualified for formaldehyde, 2 batches were unqualified for decomposable carcinogenic aromatic amine dyes, and 1 batch was unqualified for fiber content.

Zhao Xiaoming, senior engineer of Qingdao Customs Commodity Inspection Office, introduced that items such as color fastness, PH value, formaldehyde, decomposable carcinogenic aromatic amine dyes are the main indicators to measure the safety performance of clothing. China's national mandatory standards have clear provisions on them, and products that exceed the requirements are not allowed to enter the domestic market. Qingdao Customs has destroyed and returned the above intercepted unqualified products.

Among the unqualified clothes detected, the unqualified batches of color fastness accounted for 73.68% of all unqualified batches, with the largest number. Zheng Lisa, director of the Consumer Goods Testing Laboratory of Qingdao Customs Technical Center, said that color fastness refers to the degree of fading of dyed fabrics under the action of external factors (extrusion, friction, washing, rain, exposure, light, saliva immersion, water stains, sweat stains, etc.) during use or processing. It is divided into color fastness to washing, acid/alkali perspiration, dry rubbing, saliva, etc. The laboratory will simulate the above use environment to test relevant items.

For consumers, clothing with substandard color fastness is easy to transfer dyes from textiles to human skin through sweat, friction, etc., and the molecules and heavy metal ions of dyes may be absorbed by the human body through the skin to endanger health and directly endanger human health and safety. Unqualified formaldehyde and PH value may directly stimulate skin and cause allergy. In addition, excessive formaldehyde has a toxic effect on nervous system, immune system, liver, etc., and unqualified biodegradable carcinogenic aromatic amine dyes will cause carcinogenic risks to human body.

The customs reminds that the enterprise is the first responsible person for the quality and safety of imported products. If the product is not inspected and tested before import, it is likely that the product will not meet the requirements of China's mandatory standards. Therefore, it is recommended that the importer test the product in advance to ensure product safety.

In order to promote the import of high-quality consumer goods, the General Administration of Customs issued the Announcement on the Requirements for the Acceptance of Imported Garments at the end of last year. Imported garment enterprises can entrust the acceptance agencies to carry out inspection. The customs will accept the inspection results of the acceptance agencies that meet the requirements in accordance with the provisions of the Administrative Measures of the Customs of the People's Republic of China on the Inspection and Acceptance of Import and Export Commodities. The customs will accept the inspection results of imported clothing, which will shorten the customs clearance time of goods, facilitate the timely listing of high-quality products, and meet consumer demand.
