Nanning Customs Helps Guangxi'S Cocoon And Silk Industry Export Scale Expand

On May 9, Nanning Customs introduced that it effectively responded to technical trade measures and helped Guangxi's cocoon and silk industry expand exports by building a response system of technical trade measures, promoting the work of cocoon and silk industry standards, strengthening the innovation and application of key quality control technologies, and improving laboratory testing capabilities.

Guangxi is one of the starting points of the ancient "Maritime Silk Road". In recent years, with the implementation of the strategy of "moving mulberry from east to west", Guangxi has ranked first in terms of mulberry garden area, cocoon and silk output for many consecutive years, forming a cocoon and silk production and processing cluster centered on Hengzhou, Yizhou, Xincheng, Liucheng, Qinzhou, etc., with more than 100 silk production enterprises, Gradually form the development pattern of "the world silk looks at China, and the Chinese silk looks at Guangxi".

However, in recent years, more and more countries have changed the import and export registration system and port quarantine regulations, and improved the trade standards of the textile industry. Guangxi enterprises have been greatly affected, and export orders have declined.

In this regard, in 2020, Nanning Customs will set up the Technical Trade Measures Investigation and Research Center (ASEAN), and jointly build the "Research and Evaluation Base for Technical Trade Measures of Guangxi Cocoon and Silk Products" with the Department of Industry and Information Technology of Guangxi Zhuang Autonomous Region, to comprehensively improve the ability to respond to technical trade measures, solve the pain points and difficulties of Guangxi's cocoon and silk industry, and promote the transformation and upgrading of traditional industries.

In addition, Nanning Customs, in line with the cocoon and silk industry, has explored the formation of a "registration+remote image assisted quarantine" supervision mode characterized by "system+technology". The inspection time of exported raw silk has been shortened from 1-2 days to 8-15 minutes, greatly improving the level of trade facilitation.

At present, the Customs has promoted the reform of the response mechanism of technical trade measures for Guangxi's cocoon and silk products, and the inspection efficiency has increased by more than 30% year on year. In 2022, Guangxi will export 620.1 tons of raw silk with a value of 260 million yuan, up 170.1% and 222.3% year on year respectively.

The production and export of products at the front and rear end of the silkworm industry chain are also booming in Guangxi. Since 2022, Guangxi has exported 43 batches of silkworm eggs with a value of 13.746 million US dollars. Silkworm breeding, a traditional Chinese farming, has integrated new vitality and international elements, and has taken the "Belt and Road" to the world.

In Hechi City, Guangxi, which was awarded the title of "New Silk Capital of China" by the China Silk Association, Nanning Customs instructed local enterprises to customize a new export inspection model, control quality from the source of production, establish a traceability management system, and help enterprises expand their export scale. The back end products of the local silkworm industry chain, such as frozen silkworm pupae, silkworm excrement organic fertilizer and dried silkworm, have been exported successively.

In 2022, Guangxi will export 7099.5 tons of frozen silkworm pupae, with a value of USD 13.182 million, up 78% and 77.6% year on year respectively. In the first quarter of this year, the export volume reached 29.064 million yuan, up 90.4% year on year.

It is reported that recently, Nanning Customs "pushed forward the reform of response mechanism of technical trade measures for Guangxi cocoon and silk products" won the award of "Top Ten Achievements of Reform in 2022 in Guangxi Zhuang Autonomous Region".
