Guangdong Foshan Gaoming Printing And Dyeing Industry Strengthens The Construction Of "Internet+" Environmental Supervision Capacity

The Department of Ecological Environment of Guangdong Province recently released the top ten typical cases of Guangdong Province's 2023 pollution prevention and control campaign. Gaoming District, Foshan City, Guangdong Province, was listed on the list by virtue of the "smart practice of first trying to create green low-carbon circular development industrial demonstration parks".

In recent years, Gaoming District has promoted the green and high-quality industrial development of Cangjiang Textile Industrial Park (Xi'an Area) (hereinafter referred to as "Cangjiang Industrial Park") through measures such as centralized development, unified energy supply, centralized pollution control, reclaimed water reuse, etc. Last year, the park basically completed upgrading and transformation, and became the first green low-carbon circular development industrial demonstration park in Foshan with the theme of zero sewage discharge.

It is understood that in Cangjiang Industrial Park, most of the original textile printing and dyeing enterprises were built early, the production and pollution control process equipment was old, and it was difficult to achieve upgrading due to the constraints of conditions, so the pressure on enterprise pollution control and government environmental supervision was high. "At that time, the textile printing and dyeing enterprises in this area have gradually become relatively inefficient polluting enterprises, and this area is close to the residential area, the residents' environmental awareness is increasing, and the demand for improving the quality of the surrounding environment is also growing." said Qu Zhiquan, director of Hecheng Supervision and Management Office of Gaoming Branch of Foshan Ecological Environment Bureau.

In order to improve the environmental quality and optimize the urban development space, the government of Gaoming District promoted the construction of Qiuying Textile Eco tech Industrial Park integrating production, warehousing and logistics, and guided many textile printing and dyeing enterprises in the park, including the original enterprises, to integrate and relocate to it.

This measure has not only realized the transformation of traditional industries from plane scattered layout to vertical centralized building agglomeration of "production upstairs", freeing up 950 mu of land development space for the park, but also let local residents no longer worry about the impact of factory tailwater and tail gas, so that the quality of life can be improved, and the city, village and industry can develop harmoniously.

"The textile printing and dyeing industry in Gaoming District has historical contributions and practical needs that cannot be ignored. We should not 'close the door' on traditional industries, but study how to transform and upgrade, become better and stronger, so that they can regain their competitiveness." Du Weibin, deputy director of Gaoming Branch of Foshan Ecological Environment Bureau, said.

After intensive development, textile enterprises have realized the production mode of "production upstairs, pipeline overhead, and centralized pollution control", so that the effect of pollution control can be guaranteed, and "upstairs" also allows enterprises to use advanced equipment and energy control means, reducing the consumption of water, heat, and electricity in production.

"Through upgrading and transformation, the textile enterprises in the park can save more than 4 million kilowatt hours of electricity per year, 110000 tons of low-pressure steam per year, about 6.8% and 32% of the savings; reduce sewage production by more than 1.65 million tons per year, about 40% of the reduction; add centralized heating to reduce the steam cost, a total of about 77 million yuan can be saved for enterprises every year." Guan Yongliang, the head of the pollution control unit of Gaoming Branch of Foshan Ecological Environment Bureau, said that these measures can not only improve economic benefits, but also ensure ecological benefits.

While promoting the construction of "zero direct sewage discharge area" in high quality and promoting Cangjiang Industrial Park to realize the classified collection and quality treatment of "three water" (industrial wastewater, domestic sewage and rainwater), Gaoming District has also invested 15 million yuan in building a water environment big data supervision system in recent years to strengthen the construction of "Internet+" environmental supervision capacity, Realize problem oriented precision and scientific and technological law enforcement, and strengthen the supervision of textile printing and dyeing enterprises.

At present, Cangjiang Industrial Park has realized the cycle of the primary stage. In the next step, Gaoming District will strengthen and deepen the construction of the demonstration park, improve the thermal power project's high reuse of the sewage plant tail water and the centralized heating and cooling of enterprises.
