In order to thoroughly implement the decision and deployment of the CPC Central Committee and the State Council on promoting the development and growth of the private economy, fully implement the Opinions of the CPC Central Committee and the State Council on Promoting the Development and Growth of the Private Economy, promote the solution of prominent problems in the development of the private economy, stimulate the vitality of the private economy, and boost the confidence in the development of the private economy, the following measures are proposed.
1、 Promote fair access
1. Among the national major projects and weak link projects, select projects with a certain income level and relatively mature conditions to form a list of major projects that encourage private capital to participate. By holding major project promotion meetings and opening columns on the national investment project online approval and supervision platform, project information will be released to private enterprises in a centralized manner to actively guide the implementation of projects. All regions have formed a list of projects to encourage private capital participation and strengthened promotion based on the above measures. 2. Expand the issuance scale of real estate investment trusts (REITs) in the infrastructure field, promote the issuance of infrastructure REITs for qualified private investment projects, and further expand private investment. 3. Support private enterprises to participate in major scientific and technological breakthroughs, and take the lead in undertaking breakthroughs in industrial software, cloud computing, artificial intelligence, industrial Internet, gene and cell medicine, new energy storage and other fields. 4. Improve the supply capacity of private enterprises in the key links of the industrial chain supply chain, and cultivate a number of small and medium-sized enterprise characteristic industrial clusters in the country's counties. (Responsible unit: Ministry of Industry and Information Technology)
5. Promote the healthy development of platform economy and continue to launch "green light" investment cases of platform enterprises. 6. Support specialized, special and new "Little Giant" enterprises and high-tech enterprises to file in the local national intellectual property protection center, and carry out rapid preliminary examination, rapid confirmation and rapid protection of rights. 7. Carry out the certification and upgrading of the quality management system of private enterprises, and improve the quality and technology innovation ability of private enterprises. Support private enterprises to take the lead in setting up international industry and standards organizations. We will continue to carry out the activity of "measurement service for small and medium-sized enterprises", support private enterprises to participate in the construction of industrial measurement and testing centers, and improve the advanced measurement capabilities of private enterprises. 8. According to the requirements of Several Measures to Help Small and Medium sized and Micro sized Enterprises Stabilize Growth, Adjust Structure and Strengthen Capability (MIIT Enterprise Letter [2023] No. 4), the policy period of increasing the reserved share of government procurement projects for small and medium-sized enterprises to more than 40% will be extended until the end of 2023. Accelerate the progress of contract payment and use credit guarantee to facilitate SMEs to participate in procurement activities. 9. Carry out special treatment of outstanding problems in engineering construction bidding, take measures such as administrative punishment, supervision and rectification, notification of cases, etc. by category, and focus on solving local protection, ownership discrimination and other problems that are strongly reflected by a number of private enterprises. Support all regions to explore the application of electronic business license in bidding platform login, signature, online contract signing and other businesses. 10. Revise and issue a new version of the negative list of market access, and promote all kinds of business entities to enter the industries, fields and businesses outside the list equally according to law. 2、 Strengthen element support
11. On the basis of the two time points of the declaration period of enterprise income tax prepayment in October of the current year and the final settlement period from January to May of the next year, the declaration period of prepayment in July of the current year is added as the time point for enjoying the policy. Qualified industrial enterprises can declare and enjoy the additional deduction policy of R&D expenses according to the regulations. 12. Continue to ensure that the average processing time of normal export tax rebate for export enterprises is within 6 working days, and compress the average processing time of normal export tax rebate (exemption) for Class I and Class II export enterprises into 3 working days. The policy will continue to be implemented until the end of 2024. 13. Extend the term of inclusive small and micro loan support tools to the end of 2024, and continue to increase inclusive financial support. Guide commercial banks to access financing credit service platforms such as "Xinyi Loan" and local credit investigation platform, and strengthen cross sectoral credit information connectivity. Expand the scale of credit loans for private enterprises. Effectively implement the management system for write off of bad debts of financial enterprises. 14. Expand the new mode of central local cooperation credit enhancement of private enterprise bonds to all types of private enterprises that meet the issuance conditions, and form more demonstration cases as soon as possible. 15. Adapt to the land demand of private small, medium-sized and micro enterprises, explore the implementation of industrial chain land supply, and implement the overall supply of multiple lands involved in industrial chain related projects. 16. In addition to the provisions of laws, regulations and relevant policies, the investment interface of water supply, gas supply and power supply enterprises extends to the red line of enterprise building zoning for free within the scope of urban planning and construction land. 17. Give private enterprises the right to review professional titles, and allow private enterprises above the designated size with strong technical strength to independently or jointly establish professional title review committees to carry out independent review. 3、 Strengthening legal guarantee
18. Clear up and abolish regulations and normative documents that violate the principle of equal protection of all types of ownership economy, and strengthen the protection and support for the development of private economy. (Responsible unit: Ministry of Justice)
19. In accordance with Article 33 of the Administrative Punishment Law of the People's Republic of China, the specific circumstances of non punishment are clearly defined in key areas such as urban management, ecological environmental protection, market supervision, etc. The Guiding Opinions on Further Regulating and Supervising the Setting and Implementation of Administrative Fines was issued. We carried out special clean-up of fines in administrative regulations and departmental rules, and the results of the clean-up were announced to the public. 4、 Optimize enterprise related services
20. Comprehensively build a pro Qing government business relationship, support regions to explore different ways to serve private enterprises, make full use of digital means such as the national integrated government service platform to improve the efficiency of enterprise friendly policies and services, and take multiple measures to help private enterprises solve problems and difficulties. 21. Establish a management system for the list of intermediary service items related to enterprise related administrative licensing. Items not included in the list will no longer be accepted as conditions for administrative approval. If it is really necessary to establish new items in the future, they will be set in accordance with legal procedures and included in the list management. The intermediary services will be incorporated into the integrated government service platform at all levels, and the whole process of organization selection, fee payment, report upload, service evaluation, etc. will be handled online, open to social supervision. 22. 24. In addition to the need for confidentiality according to law, the formulation and revision of enterprise related policies should fully listen to the opinions and suggestions of entrepreneurs. 5、 Create a good atmosphere
25. Gradually unblock the channels for enterprise related complaints, set up a special bulletin on enterprise related issues collection on the "Internet+Supervision" platform of the State Council, set up a column on enterprise related issues collection on the complaint suggestion system of the national government service platform, and each region incorporated enterprise related complaints into the "12345" hotline and other government service platforms in combination with its own reality, and established a tracking mechanism for transformation and rectification. We will continue to evaluate the business environment of thousands of private enterprises. 26. 27.
