Industrial Cluster: The XPCC Has Established 73 Cotton Advantageous Regional Farms

In order to further optimize the cotton production layout of the Corps, the Corps has established 73 cotton advantageous regional farms, including the First Division, the First Corps and the Second Corps, to promote the high-quality development of the cotton industry of the Corps and ensure the supply of important national agricultural products.

According to the Notice of the Ministry of Agriculture and Rural Affairs on Printing and Distributing the Regional Layout and Production Supply Plan for 11 Important Agricultural Products, including Rice (2020 – 2030), and in combination with the actual situation of the Corps, the Agricultural and Rural Bureau of the Corps revised the Cotton Advantage Regional Layout Plan of the Corps (hereinafter referred to as the Plan) issued in 2015, taking the structural reform of agricultural supply side as the main line, With the goal of improving quality, stabilizing quantity and increasing efficiency, we will give full play to the advantages of suitable cotton growing areas, guide low quality and low efficiency cotton areas to withdraw from cotton production, and constantly enhance the competitiveness of the XPCC cotton market at home and abroad.

According to the Plan, by 2025, the cotton production of the XPCC will be further concentrated in advantageous regions, and the number of cotton planting farms will be reduced from 103 to about 78, including 73 in advantageous regions; Efforts were made to promote the further maturity of the Corps' supporting technologies for high and stable yield and quality improvement. Major progress was made in the modernization of cotton planting. The mechanical recovery rate was stable at more than 95%, the quality and efficiency were improved, the ability to ensure supply was improved, and the cotton quality remained at the national leading level.

According to the Plan, the XPCC will give full play to the production advantages of advantageous cotton regions, guide various production factors to gather in advantageous regions through policy support, project support, science and technology guidance, and industrial chain improvement, make cotton advantageous regions stable, excellent, and strong, create a "ballast stone" for cotton production in the XPCC, and ensure the quality and quantity of cotton in the XPCC; Pay attention to the overall planning of resources, grain and cotton, and reasonably delimit the advantageous and non advantageous areas in combination with the regional water resources, arable land and other resources, so as to ensure the stable growth of food and make greater contributions to national food security, promote the sustainable and healthy development of the cotton industry, and consolidate the status of the XPCC as a national high-quality cotton production base; Adhere to the principle of giving priority to quality, stabilizing quantity and increasing efficiency, stabilize the total cotton production, focus on improving quality and efficiency, enhance market competitiveness, ensure that cotton production is available and sold well, and the income of employees increases steadily.
