In August this year, the China Textile Federation released the Outline of Action. At the same time, Jiangsu, Zhejiang, Henan and other provinces and cities have proposed to promote the cluster development of key industries as an important starting point to optimize the industrial structure and promote new industrialization.

Zhejiang focuses on four trillion level industrial clusters, including modern textile and clothing, and four 500 billion level industrial clusters, including integrated circuits, to promote the construction of advanced manufacturing clusters more accurately and vigorously. Jiangsu focuses on 16 advanced manufacturing clusters, including high-end textile clusters, and 50 industrial chains, including brand clothing and chemical fiber, to strengthen the thinking of industrial clusters and promote the deep integration of advanced manufacturing and modern service industries. Guangdong proposes to build a strong province in manufacturing industry with high quality to realize the simultaneous development of traditional industry, emerging industry and future industry. It is proposed to strive to carry out technological transformation in 9000 industrial enterprises in the province to promote industrial transformation and upgrading and enhance industrial competitiveness.

In order to implement the key task of "dynamically evaluating the strong and stable status of the textile industry in the country and key regions" in the Platform for Action, the China Textile Federation has deployed and carried out the relevant work of "developing the action index of the textile modernization system".

"This is an important measure for the industry to self restrain, self reposition, and clear goals before starting." Xia Lingmin, Secretary General of the China Textile Federation, pointed out that to promote the modernization of textile industry clusters and start the research and compilation of the "Action Index for the Development of Textile Modernization System", industrial clusters around the country need to actively participate in the industry action.

Xia Lingmin raised several expectations: each industrial cluster region should continue to promote industrial upgrading and development under the guidance of the Platform for Action; Conditional industrial cluster regions should start the research and compilation of the modernization system action index as soon as possible; Take the technology, fashion and green orientation emphasized in the Platform for Action as the fundamental requirements to maintain the competitive advantage of the industry; Pay close attention to the new opportunities brought by digital transformation to the industry, and improve the level of digital development of the industry; Continue to increase efforts to support the stable and healthy development of small and medium-sized enterprises and maintain the vitality of industrial development; Strengthen the cooperation and integration of the industrial chain, give full play to their respective advantages, and work closely for win-win cooperation.

Hua Shan, director of the Industry Department of China Textile Federation, introduced that the compilation of the "Action Index for the Development of Textile Modernization System" aims to evaluate the development effect and potential of textile industry in specific regions based on the connotation and characteristics of the modern textile industry system, summarize the development experience and shortcomings of textile industry in various regions The region provides the basis for defining the strategic path to promote high-quality development and modernization in the next step. By the end of the 14th Five Year Plan, China Textile Federation plans to carry out pilot work on index research and release in 20 industrial clusters/regions. It is reported that the index will focus on seven dimensions, namely scientific and technological innovation, fashion upgrading, green sustainability, regional integration, international development, digital integration, and talent building.
