　　 On December 12, 2023, the 11th meeting of the third council of the Textile Light Science and Technology Education Foundation was held in Beijing. The meeting heard the work reports of the 2023 "Textile Light" science and technology projects, education projects, skilled talents projects, knitting science and technology contribution award projects funded by Zheng Mintai Special Fund, circulation special fund projects, as well as the "Textile Light Action" college students' public welfare projects, and the "Textile Light · Benefit Action" charity activities; Deliberated and passed the award decision of "Textile Light" in 2023 and the extension of the Foundation's term of office.

　　 Xia Lingmin, Secretary General of China Textile Industry Federation, Lin Naiji, Honorary President of China Cotton Association, Chen Shujin, Former Vice President of China Textile Industry Federation, Ye Zhimin, President of Textile Light Science and Technology Education Foundation and other leaders, as well as representatives of directors, supervisors and chairman of the presidium of Textile Light Science and Technology Education Foundation, attended the meeting.

　　 Wang Ning, Deputy Director of the Science and Technology Department of China Textile Federation and Deputy Secretary General of the Textile Light Science and Technology Education Foundation, made the work report on the "Textile Light" science and technology project of China Textile Federation in 2023. Wang Ning introduced that with the strong support of the leaders of China Textile Federation, the Textile Light Science and Technology Education Foundation and various professional associations, the "Textile Light" science and technology projects have successfully completed the year's goals and tasks of science and technology awards, applied basic research, science and technology promotion, and contributed scientific and technological strength to accelerate the promotion of industrial recovery and upgrading. He introduced the selection process of technological invention award, scientific and technological progress award, special contribution award mulberry and hemp scholars from the aspects of application, review, publicity, examination and approval, and finally 67 awards were awarded this year, including 6 technological invention awards and 61 scientific and technological progress awards; Special Contribution Award - 4 Sang Ma Scholars.

　　 Bai Jing, secretary-general of China Textile and Garment Education Society and deputy secretary-general of Textile Light Science and Technology Education Foundation, made the 2023 annual work report on the "Textile Light" education project of China Textile Federation, introducing the evaluation of the "Textile Light" teaching achievement award, the selection of teacher awards and student awards, the project establishment and research of China Textile Federation education and teaching reform, and the promotion of teaching achievements. She mentioned that the 2023 China Textile Federation Textile Education Teaching Achievement Award of "Light of Textile" is open to undergraduate textile and clothing colleges, and 989 teaching achievements have been effectively declared. In the end, a total of 723 achievements declared by 59 colleges and universities won the China Textile Federation Textile Higher Education Teaching Achievement Award, including 68 grand prizes, 153 first prizes and 502 second prizes. In recent years, the number of commendation projects for the "Light of Textile" Textile Education Teaching Achievement Award of China Textile Federation has been increasing, and the influence of the award has been growing. This year, 22 teachers were awarded the "Textile Light" teacher award, and 1 teacher was awarded the special award; 152 students won the "Textile Light" student award, and 2 students won the special award.

　　 Yang Zheng, a cadre of the Personnel Department of the Human Resources Department of the China Textile Federation, made a report on the 2023 China Textile Federation Skilled Talents Project. In order to fully implement the spirit of General Secretary Xi Jinping's important instructions and instructions on skilled personnel work, in 2023, the Human Resources Department of China Textile Federation organized and carried out five professional national textile industry vocational skills competitions (including two vocational skills competitions postponed from 2022 to this year) around the construction of skilled personnel in the textile industry, As well as the 2023 National Textile Industry Labor Skills Competition and the National Textile Industry Skilled Talents Cultivation Outstanding Contribution Unit Recommendation Activity. At present, all competition tasks have been completed. The professional skills competition for weft knitting workers and sewing workers (protective clothing), which was not held as scheduled due to the epidemic in 2022, was successfully completed in April this year.

　　 Zhou Yitian, project director of China Knitting Industry Association, made a work report on the 2023 China Textile Federation Knitting Science and Technology Contribution Award project funded by the Zheng Mintai Special Fund of the Textile Light Science and Technology Education Foundation. This year, a total of 9 project proposals were awarded the "Light of Textile" China Textile Federation Knitting Science and Technology Innovation Contribution Award. The award-winning projects mainly represent the innovative achievements of the knitting industry in raw materials, process, dyeing and finishing, and standard quality construction. The main features include: First, the development of machinery, control and information technology has promoted the rapid upgrading of knitting equipment, and the number of projects involving innovative processes and equipment system optimization has increased significantly; Second, the application project focuses on energy consumption and sustainable development, and uses ultrasonic oil removal, lower dyeing temperature, reuse of reclaimed water and other methods to improve quality and reduce energy consumption simultaneously; Third, the development achievements of fabrics are more diversified. While improving comfort, they are constantly evolving and upgrading, with more scenes of application.

　　 Wu Yinghui, the assistant president of the circulation branch of China Textile Federation, made a work report on the completion of the textile and clothing circulation project funded by the Textile Light Science and Technology Education Foundation. In 2023, the special fund for textile and clothing circulation focused on the research work of "Application of E-commerce in China's clothing industry cluster market" and "Current situation and future development trend of online and offline integrated development of textile and clothing professional market", opened the "Light of Textile" China textile circulation lecture hall around the market development needs, and carried out material donation Assist in rural revitalization and other activities.

　　 The meeting deliberated and unanimously adopted the decision of "Textile Light" to grant awards in 2023 and the extension of the Foundation's term of office. At the meeting, the revision of the Measures for Science and Technology Awards of the China Textile Industry Federation and the Detailed Rules for the Implementation of the Measures for Science and Technology Awards of the China Textile Industry Federation were reported.

　　 In this meeting, Huang Haoming, Executive Dean and Professor of Hainan Asian Public Welfare Research Institute, was specially invited to make a report on the current situation and role of charity organizations, opportunities and challenges for high-quality development, and the philanthropy spirit in the construction of council governance. He mentioned that charitable organizations are an important member of the social governance system and need to participate in it with accurate strategic positioning; Charity organizations need to use the spirit of charity to mobilize social resources and improve their professional ability to serve the society in an all-round way; The governance core of the Council of Charity Organizations is strategic positioning, rule making, risk control, supervision and evaluation.

　　 Xia Lingmin fully affirmed the achievements of the Textile Light Science and Technology Education Foundation in science and technology education, talent training, social welfare and other aspects in her concluding speech, and mentioned that one of the major characteristics of the Foundation is to be good at uniting various departments and organizational forces for coordination and cooperation. She hoped that the Foundation can continue to maintain this fine style of work and make the work practical, deep and thorough.

　　 For the future operation, Xia Lingmin proposed three requirements: first, it should attract more philanthropic enterprises and entrepreneurs, mobilize more forces to focus on and support philanthropy, and work together to expand the influence of the foundation, expand fund-raising channels and resources. Second, ensuring the safety of the fund should be regarded as the primary task. Therefore, risk investment should be avoided. Third, clarify the relationship between the Foundation, China Textile Federation and various awards. Since its establishment, the Foundation has always focused on promoting the progress of textile science and technology and talent training, and this original mission should remain unchanged. At the same time, every work should be carried out from beginning to end. In addition to attaching importance to the support for various awards, the Foundation should also focus on evaluating the effect of support awards, and adjust the support for industry development, scientific and technological progress, and talent cultivation in a timely manner according to the evaluation feedback. For the promotion of scientific and technological achievements, Xia Lingmin pointed out that at present, the response and feedback of enterprises are very positive. In the future, we need to think about how to apply funds to the promotion of scientific and technological achievements, and do this work better and more solidly. Xia Lingmin hopes that when the industry recovers in 2024, all units can continue to pay attention to and support the work of the Foundation, so as to help textile technology workers and more outstanding talents feel the temperature of the industry.
