At the beginning of March, the China Toys and Infant Products Association (hereinafter referred to as China Play Association) launched the third special investigation on the product quality of child safety seats. The investigated products were mainly "child safety cushions". In this investigation, CCTV reporters followed the special investigation project of the China Association for Play Product Quality to conduct an in-depth investigation on the quality of child safety cushion products.

On March 31, the weekly quality report column of CCTV-13 news channel reported "unsafe children's' safety cushion '", which aroused widespread concern in the society.

In order to prevent and reduce child injuries caused by unqualified products, China Association of Play continued to carry out a special investigation on product quality. This time, 20 samples of child safety cushions worth 400 yuan or less were purchased from Tmall, Tiaoyin and Jingdong Mall.

The samples submitted for inspection are entrusted to the laboratory that has obtained CMA qualification recognition and CNAS recognition, and has undertaken the task of national product quality supervision and random inspection, and are tested according to national standards. Focus on investigating the validity of the CCC certificate of the product, and test the dynamic test, identification, installation instructions, operation instructions and other items according to GB 27887-2011 Restraint Systems for Children Occupants in Motor Vehicles (referred to as the national standard).

1. The test results of all sample test items do not meet the requirements of national standards

In this special investigation, China Association of Games sent 20 samples to Nanjing Customs Textile Industrial Products Testing Center and Yike Testing and Certification Co., Ltd. for testing. The results show that the test results of the 20 samples submitted for inspection do not meet the requirements of national standards.

According to the laboratory test, the causes of non conformance are concentrated in the absence of CCC, the dynamic test child dummy is not effectively restrained, there is no manual, no logo, and the buckle and webbing do not meet the standard requirements.

The following figure shows the comparison before and after the dynamic test crash. It is obvious that the dummy is not effectively restrained by the child safety cushion.

2. 12 samples were falsely advertised in their online stores and were suspected of using the CCC certificate number of other products

After verification, the following 12 samples are marked with the "CCC" certificate number in the product parameter information description on the online store sales page, but the samples actually delivered have not obtained the "CCC" certification.

According to the inquiry on the national certification and accreditation information public service platform, the product model actually pointed to by the "CCC" certificate number of the 12 products is not the product for sale, and the manufacturer pointed to has not produced or sold the product. According to the relevant provisions of the Product Quality Law of the People's Republic of China, it is illegal to falsely use certification marks.

3. The CCC certificate number is not marked on the online sales page of 8 stores

The above results only reflect the special investigation on the quality of child safety cushion products of China Association of Play, and do not represent the overall level of the industry.

As of March 25, 2024, according to the statistics of 20 sample sales pages involved in this special survey, the highest single product sales volume even reached 43000 pieces; The cumulative sales of 20 samples exceeded 136000, which means that 136000 children may use products that do not meet the requirements of national standards.

The child safety cushion ≠ the child safety seat, and there are many differences between the two in terms of product safety and use safety. In case of an accident, such products cannot effectively protect children, and even the use of such products will cause greater harm.

Children's safety is no trivial matter. Here, the China Association of Play solemnly recommends consumers to be cautious about consumption and avoid being misled by false or wrong propaganda.
