In view of the characteristics of bonded cotton, Qingdao Customs, guided by "small incision" to solve major problems, implemented the new model of "one-time inspection and rapid exit" for imported cotton.

By using various conformity assessment methods and digital means such as inspection, verification and conformity assurance, data comparison is carried out for the second line exit of bonded cotton, and document review and release are carried out after the relevant materials are verified to ensure that the second line exit does not need repeated inspection or command release on the basis that the first line entry area has been inspected. It is a great benefit for cotton import enterprises to implement only one inspection for bonded cotton when the first line enters the zone and the second line leaves the zone.

Since the implementation of this model on August 15, 2023, Qingdao Customs has reviewed and released 1085 batches of second-line cotton, 136900 tons, saving enterprises more than 50000 hours of customs clearance time.

Since this year, the inbound and outbound of imported cotton has increased by 40% year on year. From declaration to transaction, a single container can save more than 500 yuan, and truly enjoy the innovation dividend.

The fast non-contact weight identification of imported cotton is realized through the "automatic weight identification of the whole box" and "intelligent weight balancing of bags" of imported cotton.

At the same time, Huangdao Customs, by optimizing the quality of document service, achieved "daily clearing" of documents, improved the efficiency of enterprise visa use, and escorted the import enterprises to claim for compensation at the first time.

Since this year, Huangdao Customs has issued 2825 Quality Certificates and Weight Certificates for enterprises, with a year-on-year increase of 68.1%. The accumulated amount of foreign claims directed by domestic enterprises totaled 50.194 million yuan, with a year-on-year increase of 10.3%.
