都市の中でより美しい生活を実現するには、「物質」に依存し、市民の基本的な生活需要のようなものがあります。さらに「精神」に依存して、人々の心の中で地方のコンプレックス、帰屬感、共通の思考を育成し、都市の進歩を促進します。

上海萬博の「より良い都市、より良い生活」というテーマは、まさにこれと一致しています。

世界博覧會のこのような盛事に參與して、國連という大家族にも利益が盡きません。

國連人居署の執行主任アンナ？ティベ?ジョンカアンナ？ティベ?ジョンカタンザニア人で、國連副秘書長、國連人居署の執行主任を務めています。

今は國連のシステム內で一番地位が高いアフリカの女性です。

この空前の世界盛會に當たり、上海市、國際展覧局及び中國政府に謹んで祝賀の意を表し、招待された文章を書くことに大変光栄と喜びを感じております。

2010年の萬博では、「より良い都市、より良い生活」というテーマにふさわしいテーマが掲げられました。

周知のように、今世界の人口の半分以上は都市で生活しています。私達が生きている地球は日に日に都市化しています。

都市化の加速は多くの挑戦をもたらし、多くの問題に対する関心も高まっています。ますます多くのスラム街の出現、溫暖化による様々な脅威及び深刻な土壌流失現象。

國連の枠組みの下で都市の発展を主管する部門として、國連人居署は1978年の創立以來、世界各地の都市住民の生活改善に力を入れてきました。

國連人居署では、都市の中でより良い生活を実現するには、市民の基本的な生活需要を満たすために、水、衛生施設と住宅などの二つの面に依存しているように見える。もっと多いのは精神面で市民を充実させ、喜びを與えることであり、特に社會、文化と歴史などの関連分野である。

私達から見ると、人々の心の中で地方のコンプレックス、帰屬感と共通の思惟を育成して、その重要性は決して人々に基本的な生活條件を持たせることに劣りません。

美しい都市が建設され、目標の整合性も重要であり、地元政府、民間企業及び都市住民は何が都市発展の最大の苦境かを明確にしなければならない。

人々は自分を都市の主人にして、そしてその成果のために心から誇りを感じています。この都市は本當に持続可能な発展を遂げられます。

もしみんなの関心と投資がないならば、都市は繁栄して盛んになることはできなくて、そのすべての內在する潛在力をも奮起することはできなくて、1つの社會の調和がとれていて、全國民が參與して、経済発展、環境の理想的な場所になります。

2010年世界博覧會の主催都市である上海自體が発展の速い中心都市であることは決して偶然ではない。

発展のスピードが驚くほど速い以外に、上海は全國民の公平と機會の共有を促進するために、どのように「正確に」都市化を推進し、どうやって経済成長の排斥と他のすべての悪循環を脫出するかなどの面で、やはり模範を作り出しました。

國連人居署は2010年の世界博覧會の間に國連機構との協働を受けて、萬博に參加することに対して誇りを感じています。

私たちはこの任務の大きな挑戦と危険をよく知っています。

同時に、萬博のような盛事に參加することができたら、國連という大家族の恩恵は盡きることがないということを認識しました。

同様に、國連の都市に対する認識は、私たちのテーマ館「一つの地球、一つの國連」に展示されているように、より多くの都市発展に関する國際対話を促進し、世界の持続性と公正性を実現するという共通の目標を推進してくれることを心から願っています。

アンナ？ティベジャン（Anna Tibaijuka）。

タンザニア人で、國連の副秘書長、國連人居署の執行主任をしています。

今は國連のシステム內で一番地位が高いアフリカの女性です。

1950年にタンザニアの小農家に生まれた。

スウェーデン農業科學技術大學農業経済學博士。

英語、スワヒリ語、スウェーデン語、フランス語に精通し、5冊の著作を出版しました。相次いでカナダの麥キール大學、イギリスロンドン大學學院など多くの大學の名譽博士號を獲得しました。また、スウェーデン王立農林學學院の外國人院士です。

1998年に國連貿易と発展委員會に入り、最先進國と內陸と島嶼國家主任と特別コーディネーターを擔當しました。

2000年、秘書長補佐、國連居住センターの執行主任に任命されました。

2002年、國連居住署の初代執行主任に選ばれた。

長期にわたり國連居住署の安全を推進する土地保有権のグローバル運動と都市管理のグローバル運動に力を入れ、公衆意識を高め、都市の貧困を解消する國家政策と地方戦略を改善し、社會の融合と公正を強化することを目指しています。

It is with distinct pleasure that I congratulate the City of Shanghai，the Internationl Breau of Exhibitions and the Government of China on this unque internal gathering known as World Expo.

　　The theme of Expo 2010 “Better City, Better Life” is particularly opportune. It is no secret, with over half the world’s population currently living in cities, that our world is an increasingly urbanised one. The advent of Homo urbanus brings many challenges that require our urgent attention, including the sustained growth of slums, the threats posed by climate change and the lack of security of tenure. As the lead agency for cities in the United Nations system, UN‐HABITAT has worked at improving the lives of urban dwellers around the world ever since its inception in 1978.

　　At UN‐HABITAT, we consider that the attainment of a better life in the city is dependent both on the fulfillment of the basic needs of its citizens, including access to water, sanitation and housing, and on the enjoyment of the more intangible aspects of urban living, particularly those related to its social, cultural and historical characteristics. Fostering a sense of place, a feeling of belonging and a shared collective vision is in our view as important as ensuring that basic services are accessible to all.

　　Building better cities also requires a partnership of purpose between those who understand what is most at stake in cities, including local government, the private sector and urban dwellers. Urban actors who feel ownership of their city, who take pride in its achievements are the bedrock of the sustainable city. Without the commitment of all concerned, the city cannot flourish and attain its full potential as a place for social interaction, citizen participation, economic development and environmental engagement.

It isのcoincidence that the host of Expo 2010 is itself one of the most rapidly developing urban centres in the world.Despite its enential growth、Shanghai is atem of how urisbank can"go right of clright"

We also recognise that the rewards of taking part in such a remarkable event as the Expo are of inestimable benefit to the entire United Nations family. Likewise, we hope that the United Nations vision on cities as showcased in our “One Earth, One UN” Pavilion will contribute to the international dialogue on cities and promote our common goals of sustainability and equity worldwide.
