EU Anti-Dumping On China's Shoe Enterprises

    2008/8/8 0:00:00 10275

    Anti-Dumping

In October 4, 2006, when the EU ended its 15 month anti-dumping investigation, it decided to impose a 16.5% anti-dumping duty on leather shoes from China in October 6, 2006.

The deadline is shortened to five years by the EU anti-dumping law.

The "war" involving shoes between China and Europe is directly involved in the amount of up to 700 million US dollars, and more than 1200 Chinese shoe enterprises are involved.

In June 9, 2008, VitoArtioli, chairman of the Italy Footwear Association (ANCI), announced in Milan that the Federation of European footwear industries has decided to extend to the European Union the extension of anti-dumping measures on leather shoes in China and Vietnam to 5 years.

This reporter learned that the Italy Footwear Association is collecting information and opinions among member enterprises to prepare for application for reexamination.

In July 2005, the European Commission decided to initiate anti-dumping investigations on some leather shoes originating in China. It is the demand of shoemaking enterprises in Italy, France and Spain.

Artioli said that the implementation of anti-dumping measures in the past two years was effective. In 2007, the total volume of shoes imported from China and Vietnam still maintained a two digit growth rate of 16% and 14.7%, but had decreased by 16.5% and 9% respectively compared with 2006.

Perhaps because of the above sweetness, in May 31, 2008, the European footwear Federation held a proposal to extend the deadline in Italy.

In June 3rd, the European footwear Federation said publicly that it would start formulating new anti-dumping measures to reduce the export of Chinese leather shoes, and that 40% of the EU shoe manufacturers would support it.

7 days later, in June 10th, Urso, Vice Minister of foreign trade and vice minister of the Ministry of economic development of Italy, and French Foreign Minister Anna Marie Marie, made several agreements in Rome. Italy called on France as the EU's rotating presidency to support Italy's concerns, including extending the anti-dumping duties imposed on China and Vietnam's leather shoes due in October this year.

Wang Lei, a lawyer who has been following up the "shoes China" case, said that the European Union manufacturers' camp, represented by Italy, will appeal to the European Commission to ask for an anti-dumping delay. The draft of the complaint has been formed and submitted to the European Commission in early July.

In fact, the European Commission also issued a notice in March 26, 2008 to remind enterprises that the anti-dumping measures imposed on leather shoes in China and Vietnam will expire in October 6th this year. EU related enterprises may apply for "sunset review" in written form 3 months before the expiration date, and the European Commission will examine whether to extend the original anti-dumping measures accordingly.

EU anti-dumping is a great influence on Chinese shoe enterprises, which has brought the pain to the enterprises.

In particular, the export of footwear enterprises, anti-dumping, let the original profits are very low shoe companies are in the cracks to survive.

However, as China's largest export market, the importance of the EU is self-evident.

The EU has implemented anti-dumping duties in the past two years. China's footwear industry has undergone pformation, upgrading and adjustment of the reshuffle process. Under the background of global inflation, financial turmoil and setbacks in the Doha Round negotiations, the current situation is different from that two years ago. China and Europe should have a clear understanding of this.

In the face of the coming review, shoe enterprises should actively respond to their actions, and on the other hand, they should improve their competitiveness and enhance their competitiveness.
