Jiangsu Textile And Garment Industry Cluster Is In The Forefront Of The Whole Country.
As a major province of China's textile and clothing industry, the development of textile and garment cluster has shown a good momentum in recent years. Jiangsu's industrial cluster ranks the highest in the country in terms of quantity and level, and has become the main body of the local economic development. According to statistics and preliminary calculations, the sales and profits of textile and garment industry in cluster town accounted for more than 60% of the town, which greatly improved the level of township development and regional economic competitiveness. After several years of development, Jiangsu now has 5 textile and industrial bases in China (county), 2 Chinese textile industry featured cities, and 12 famous Chinese textile industry characteristics. In addition, many provincial textile industrial clusters are striving to move forward to the national textile industry cluster.
The development of Jiangsu textile and garment cluster has three characteristics:
一是上中下游產(chǎn)業(yè)鏈體系完整。目前江蘇省已經(jīng)形成的近30個(gè)專業(yè)化特色明顯的紡織服裝集群中,呈現(xiàn)專業(yè)化特色明顯、產(chǎn)業(yè)鏈體系完整、中小企業(yè)集聚效應(yīng)顯著的特色。如常熟服裝板塊、江陰毛紡板塊、吳江絲綢板塊、張家港毛紡毛衫板塊、海門家紡板塊、常州武進(jìn)織造板塊,還有一大批“一鄉(xiāng)一品”的特色鄉(xiāng)鎮(zhèn),如休閑服裝名鎮(zhèn)海虞鎮(zhèn)、沙家浜鎮(zhèn)、毛衫名鎮(zhèn)橫扇鎮(zhèn)、新港鎮(zhèn)、織造名鎮(zhèn)湖塘鎮(zhèn)、家紡名鎮(zhèn)三星鎮(zhèn)、川港鎮(zhèn)、非織造布名鎮(zhèn)支塘鎮(zhèn)、絲綢名鎮(zhèn)盛澤鎮(zhèn)等等。這些產(chǎn)業(yè)集群以小企業(yè)、大協(xié)作,小產(chǎn)品、大市場,小集群、大作為的特點(diǎn),已經(jīng)成為參與市場競爭的一支主要力量。另外,蘇州、無錫、昆山等地相繼興建了規(guī)模巨大的服裝城,形成了極強(qiáng)的紡織服裝產(chǎn)業(yè)集聚效應(yīng)。
二是江蘇的紡織服裝集群紛紛借江蘇國際服裝節(jié)平臺(tái)展示實(shí)力,促進(jìn)發(fā)展。近年來參與江蘇國際服裝節(jié)的集群地區(qū)可謂群星閃耀、氣勢恢弘,成為服裝節(jié)的一大亮點(diǎn)。海門三星鎮(zhèn)、吳江盛澤鎮(zhèn)、武進(jìn)湖塘鎮(zhèn)、常熟新港鎮(zhèn)、常熟沙家浜鎮(zhèn)、丹陽皇塘鎮(zhèn)、太倉璜涇鎮(zhèn)、宜興新建鎮(zhèn)、吳江橫扇鎮(zhèn)等紡織服裝集群特色鎮(zhèn)由地方政府牽頭積極組織企業(yè)參展,變“小舢板”為“聯(lián)合艦隊(duì)”。另外,吳江盛澤鎮(zhèn)的中國綢都風(fēng)貌、武進(jìn)湖塘鎮(zhèn)的中國織造之鄉(xiāng)的實(shí)力、常熟新港鎮(zhèn)的羊毛衫的艷麗都為江蘇服裝節(jié)增添了亮色。在第六屆江蘇國際服裝節(jié)博覽會(huì)的1050個(gè)展位中以產(chǎn)業(yè)集群面貌出現(xiàn)的占27%。即將舉行的第七屆江蘇國際服裝節(jié)上,常熟一舉拿下2000多平方米的展位,高調(diào)亮出中國休閑服裝名城的實(shí)力和風(fēng)采。通過江蘇國際服裝節(jié)的大舞臺(tái),這些集群特色鎮(zhèn)充分展示了企業(yè)實(shí)力和品牌形象,廣泛傳播了品牌文化。通過江蘇國際服裝節(jié)擴(kuò)大影響后,江蘇的紡織服裝集群還向全國進(jìn)軍,如中國休閑服裝名城常熟挾去年江蘇國際服裝節(jié)的余威參加了2005中國服裝服飾博覽會(huì),吹響了常熟休閑服裝進(jìn)軍全國的號(hào)角。
三是政府大力扶持,做大做強(qiáng)集群產(chǎn)業(yè)。江蘇省經(jīng)貿(mào)委提出的江蘇紡織服裝業(yè)“十一五”發(fā)展思路明確:努力培育中小企業(yè)的集群優(yōu)勢,打造服裝強(qiáng)市和名鎮(zhèn),為建設(shè)專業(yè)化市場創(chuàng)造條件,以專業(yè)化市場本身的集散功能來開拓更大的市場,形成大名牌、大市場、高回報(bào)的集約型發(fā)展模式。通過科學(xué)規(guī)劃、合理布局、聯(lián)動(dòng)開發(fā)、南北呼應(yīng)、滾動(dòng)發(fā)展,創(chuàng)建一批名牌主導(dǎo)、主業(yè)突出、分工協(xié)作、配套完整的紡織服裝產(chǎn)業(yè)集群。為了促進(jìn)集群經(jīng)濟(jì)的發(fā)展,江蘇省今年還將進(jìn)行紡織產(chǎn)業(yè)集群公眾人物評(píng)選活動(dòng),向人們推出、介紹、宣傳對(duì)江蘇紡織服裝集群經(jīng)濟(jì)發(fā)展作出巨大貢獻(xiàn)的地方領(lǐng)導(dǎo)和企業(yè)家,并在第七屆江蘇國際服裝節(jié)期間進(jìn)行表彰。
