Notice On Strictly Prohibiting The Exit Of Fake And Inferior Commodities

Recently, some of our counterfeit and inferior commodities have been pouring into the neighboring countries such as Russia through various channels, resulting in extremely bad effects and seriously damaging our trade reputation. The central leadership attaches great importance to it and has made important instructions to severely punish counterfeit and shoddy products and strive to improve the quality of export commodities.

In order to conscientiously implement the spirit of the leadership of the central leadership, put an end to the exit of counterfeit and shoddy commodities, restore the adverse effects and safeguard the credibility of our export, I hereby inform you as follows:

First, the commodity inspection bureaus of all localities should carefully check the commodities exported by border trade according to law.

We should simplify procedures as far as possible and expedite the release of inspection. The key to current inspection is clothing, footwear, electrical appliances, food and other commodities.

Two, we should actively strive for local governments to support the construction of facilities at the border trade ports inspection institutions, and to set up as soon as possible the newly established border ports, which have not yet been set up by the commodity inspection authorities.

The newly established commodity inspection authorities should set up corresponding testing instruments and equipment as soon as possible.

Three. For border trade export commodities, the contract stipulates that the contract is not specified or stipulated in the contract according to the relevant standards of China. The items involving safety and hygiene are checked and released according to the official limit standards of import countries.

Goods that are not inspected are not allowed to be exported.

Four, for the export commodities (such as beverages, alcoholic drinks, snack foods, canned food, meat, etc.) that are registered and registered for health, the frontier trade operation units shall purchase the products that have obtained the hygienic registration and certificate of registration.

If the inspection fails, even if the foreign customers confirm, they are not allowed to release the export.

Five, foreign trade companies should operate according to law, abide by the state's policies and decrees, do not buy, do not act as agents, and do not qualifying and inferior products, and do not buy goods from "counters" or "stalls" where the quality is not guaranteed.

Six, according to the principle of "passenger and cargo split up", the customs shall release the personal baggage items carried by the inbound and outbound passengers and the border people within the reasonable quantity of their own use.

Seven, all localities should strengthen supervision over the outbound goods in border trade. For export commodities which are issued by the commodity inspection authorities according to the import and Export Commodity Inspection Law of the People's Republic of China, the inspection certificates issued by the commodity inspection authorities, the release documents or the seals stamped on the declarations must be checked and released.

Eight, the commodity inspection authorities must strictly control the quality of export commodities, and punish the production and operation units that provide and acquire export counterfeit and shoddy commodities according to the relevant penalties issued by the State Council and the relevant provisions of the regulations on the implementation of the commodity inspection law.

If serious circumstances cause serious economic losses and constitute a crime, the person directly responsible shall be investigated for criminal responsibility according to law.
