Recently, the twelfth session of the Dongguan Municipal Committee of the Communist Party of China (CPC) was held. The Dongguan municipal government leading group carried out the analysis report on the Scientific Outlook on Development (discussion draft).

This year, 173 pure electroplating, pure bleaching and dyeing, pure washing water, pure printing enterprises, small scale paper mills and small-scale leather making enterprises will be completely closed.

For the more than 600 heavily polluting enterprises, the expiry of the contract will prompt them to move faster; and the production workshop of these enterprises should be guided and encouraged to be pferred to 9 environmental protection industrial bases in the city to implement unified management and unified pollution control.

The more than 400 environmental protection departments must carry out strict on-line inspection to ensure that the standard discharge is achieved.

The report said that in the future, Dongguan will strictly prohibit the construction of coal-fired power plants, cement, tanning and papermaking projects, limiting the investment of electroplating (PCB) below 30 million yuan, bleaching, dyeing, washing and printing.

Reduce the population: the more people rent houses, the higher taxes and fees.

The report proposes that the orderly withdrawal of high energy consumption, high pollution, low added value and labor-intensive industries will fundamentally reduce the number of employed workers and drive the low quality labor force to move outward.

According to the report, Dongguan will promote the pformation of educational system from "three levels of running schools" to "two levels of running schools", abolish village level running schools, and integrate basic education into the scope of public finance guarantee.
