Brazil Government Increases Anti-Dumping Duties On Small Commodities
The Brazil government has rapidly increased the frequency of the use of anti-dumping duties, and its measures are mainly for products in China and India.
Experts from the Ministry of Commerce have noticed this problem and suggested that Chinese personnel should take more active measures to deal with the chain reaction of other countries in Latin America.
According to sources from the Reuters, the Ministry of industry and trade of Brazil showed that in a year before July, Brazil had used anti-dumping duties in 20 cases, compared with 5 in the same period before.
Reuters analysis shows that Brazil's strong currency has stimulated imports to increase, causing manufacturers in the country to face difficulties.
Brazil is one of the fastest growing consumer markets in the world and one of the world's largest producers of automobiles and televisions.
However, Brazil's currency has risen by more than 30% in the past two years, more than double that of 2002, which has weakened the international competitiveness of some industries in Brazil.
An Baojun, a Latin American trade expert from the Ministry of Commerce, told reporters that in the 20 cases of anti-dumping duties, more than a dozen cases were against China, and the Chinese products added to the anti-dumping duties were mainly concentrated in bicycles and electric welding products. "There are mainly products crossed by both sides. These products will have an impact on the local national industry, and the products of high and new products are Brazil's needs, so they are not within this scope."
An Baojun disclosed that the amount involved was tens of millions of dollars.
When looking at the latest statistics from the General Administration of customs, reporters found that China's export to Brazil was 10 billion 539 million US dollars from 1 to July, but the number was not large.
An Baojun believes that the increase in anti-dumping duties will not have much impact on bilateral trade between China and Brazil, because after all, there are not many products involved.
The main reason is to be alert to the chain effect brought by Brazil's increased anti-dumping duties, causing Mexico, Argentina and other countries to make a chain reaction to China's export commodities.
"This problem is very common in Latin America."
An Baojun suggested that China should actively respond to anti-dumping duties and take part in the Tariff Conference in Brazil to show our attitude. Trial by default is equivalent to losing a lawsuit. Even the responsibilities of both parties may reduce some tariffs, which is also beneficial to us.
"In recent years, our exports to Latin America have increased rapidly, with an increase of 40%~60%, especially in Brazil, while export growth to other countries is only around 20%."
An Baojun believes that this is the key reason for Brazil's sudden increase in anti-dumping duties this year.
