Zhuhai Is Forbidden To Develop High Pollution Projects Such As Tanning.

In 2007, Zhuhai's per capita local general budget revenue reached 5222 yuan, ranking third in Guangdong Province, and the per capita advantage was further highlighted. From 1979 to 2007, Zhuhai's GDP increased by 424 times, and its GDP per capita increased by 51.4 times. 30 years of reform and opening up, Zhuhai has become a beautiful modern seaside garden city. It has won the title of "national health city", "garden city", "environmental protection model city", "tourist city", "the most happy city" and the "best example of international improvement of living environment" issued by the United Nations Habitat. These changes are inseparable from Zhuhai's consistent adherence to the idea of "giving priority to environmental protection and sustainable development".
Liang Guangda, a former mayor of Zhuhai and Secretary of the municipal Party committee, said in an exclusive interview with Xinhua News Agency: "at the beginning of the reform, Zhuhai established the development idea of Zhuhai's environmental priority and planning priority with the legislative power of the Special Administrative Region. The local laws of the Zhuhai people's Congress, including the "planning law", "land law", "environmental protection law", "population law" and "traffic law", have determined that Zhuhai should stick to the path of sustainable development. In 1992, Zhuhai took the lead in putting forward the "eight inaccurate" Regulations on environmental protection. In the work of attracting foreign investment, the Zhuhai municipal government adheres to the principle of "no one can destroy the ecological environment" and has rejected a batch of polluting enterprises to settle in Zhuhai.
According to statistics, in 2007, the air quality of Zhuhai was 216, the drinking water source compliance rate was 100%, the urban green coverage rate was 40.57%, and the overall environmental quality of the city remained good at the same time of economic development.
The development principle of "environmental priority" has also created the positioning of Zhuhai's characteristic industries.
On the choice of industrial structure, Zhuhai strictly stipulates that the urban areas only develop high-tech industries which are conducive to environment and high added value, and do not set up high pollution projects such as electroplating, paper making, leather making, smelting, bleaching and dyeing, petrochemical industry, and so on. At the same time, we should clean up and shut down a batch of polluting enterprises. For the construction of large-scale projects, the Zhuhai municipal government carefully chooses the site and strictly enforces environmental protection facilities, such as concentrating the highly polluting industries to the western regions with larger environmental capacity, preventing environmental quality from affecting the environment, and ensuring that the environment is protected by the temporary development of sacrificing the environment.
Also in 1992, Zhuhai pioneered the technology awards in the country. For the first time, it made great contributions to science and technology talents such as villas, cars, big cash and so on. For a time, science and technology talents came from all over the country, and Zhuhai became a fertile ground for pioneering talents in science and technology.
In 1999, Zhuhai took the lead in the introduction of the regulations on the stock and commission of technological achievements in Zhuhai, and realized the pformation and innovation from the government incentive mechanism to the market driven mechanism.
After 16 years of establishment and innovation of the science and technology award mechanism, the sustainable development of Zhuhai's high-tech industry has been effectively promoted. In 2008, Zhuhai had 225 high-tech enterprises and 194 software enterprises, including GREE electric appliances, Jinshan software and other high-tech enterprises and software enterprises recognized by Guangdong, and 77 famous brand names at the national and provincial levels. In 2007, the output value of high-tech products in the city was 95 billion yuan, accounting for 38% of the total industrial output value.
