1. In accordance with the requirements of the General Administration of Customs in reforming the standardization, systematization and networking of the management of the cancellation of licenses, and combining the customs clearance operation reform and the actual situation of customs clearance at the port, the operation rules are specially formulated.

Two, the customs is responsible for the cancellation of import and export licenses.

In case of discrepancies between the certificate and the goods, the validity period has not been released after the actual quantity exceeds the quantity of the license; the actual import and export commodity amount, the owner's unit, the business enterprise, the country of import and export, the place of origin, and the code of the commodity shall be dealt with by the customs in accordance with the existing documents, and the actual export and import data shall be returned to the Ministry of foreign trade and economic cooperation.

Three. The pmission of licensed electronic data:

The license issuing authority authorized by the Ministry of foreign trade and economic cooperation shall pmit the electronic data of the certificate to the Ministry of foreign trade and economic cooperation on the date of issuance of the paper license. The MOFTEC will, after verification, pmit the electronic data of the valid license to the customs to deploy the computing center on the same day, and the general computing center will distribute it to the relevant information management department of the customs directly under the relevant department.

Four. Verification process:

1, computer check list: the license verification procedure automatically reads the electronic data in the license database based on the pre entry number of the entry number in the customs declaration form, and checks the customs declaration data with the four effective indicators of the import and export license, the operating unit code, the commodity code and the quantity in the electronic data.

If the check is passed, the number of automatic pre check will be entered into the next operation link, otherwise, the manual examination will be entered.

2. Manual examination:

(1) if the license number is pre recorded, if the corresponding electronic certification data is not read, if the pre entry license number is wrong, the withdrawal order will be changed; if it is an electronic data leakage or not yet pmitted, it will be examined again after being pmitted.

(2) if the customs declaration data are completely inconsistent with the electronic data under the same license number, if it is a pre entry error, the withdrawal order will be changed; otherwise, the situation should be examined again before being examined.

3. If there is some discrepancy between the customs declaration data and the electronic data under the same license number, if it is a pre entry error, the refund will be changed; if there is a mistake in the authenticity of the license paper or electronic data pmission, the issuing authority will issue the new certificate according to the procedures, and the customs will cancel it according to the new certificate and its electronic data.

In the electronic certification data, "commodity code" is not consistent with customs classification, and the "commodity code" determined by customs classification shall prevail.

After the manual examination is approved, the number of permits will be deducted before entering the next step.

3. Release note:

Field officers check whether the paper license is in conformity with the electronic data and check whether the quantity of pre check is correct (the number of overloaded cargo can exceed 5% or less). According to the check result, the following three conditions are implemented:

1. If the paper license data are not consistent with the electronic certification data, the amount of the pre check is incorrect or exceeds the quantity issued, and it will not be released, and will be returned to the amendment.

(2) under the condition of "one batch of one certificate", the amount of pre nuclear deduction is accurate and accurate, and it does not exceed the actual quantity issued. The core is verified in the computer. At the same time, the paper license is reclaimed. The number of endorsements is endorsed, the customs name and the date of endorsement are placed.

(3) in the case of "no one batch or one certificate", the amount of pre nuclear deduction is accurate and unchecked, and the number of issued items is checked and verified in the computer. At the same time, the number of endorsements, the names and dates of endorsement are endorsed on the back of the original license.

In the 12 batch, the core is deducted.

After the quantity is issued, the total amount will be verified and the paper license will be recovered with reference to the above.

4. Verification and data reporting:

The customs clearance department will check the relevant manifest data after receiving the "clean manifest" or other manifest that reflects the actual situation of import and export.

If the check is correct, the clearance date is checked in the computer.

Under the condition of "one batch of one certificate", the relevant license verification data will automatically enter the verification database. Under the condition of "no one batch or one certificate", the relevant license verification data will automatically enter the verification database after the last batch of customs clearance.

The information management department directly under the customs office will submit the verification data to the general computing center on the day of customs clearance, and then the general computing center will give it back to the Ministry of foreign trade and economic cooperation the next day.

2. If we check the change of customs clearance, goods rejection and goods delivery, we will issue a notice to modify the notification. We will modify the amount of the original license in the computer by manual intervention.

3. If there is any change in the license verification data after the report, it must be approved by the responsible department of the competent customs department and the Department of information management directly, and the original data will be modified manually. The information management department will submit the amendment to the computing center of the General Administration on the date of amendment, and then submit it to the foreign trade and Economic Cooperation Department by the general computing center next day.

Five. Provisions on specific matters:

1. The establishment of the all time hotline between the computing center of the General Administration and the EDI center of the Ministry of foreign trade and economic cooperation, as well as the general office computing center and the information management department directly under the Customs Department, shall be responsible for solving the problems that may arise in operation.

2, as a result of the pmission of electronic data by the issuing authority or the error arising from the filling of the paper license, the holder can apply to the Customs for protection and release, and get the hotline received by the Ministry of foreign trade and economic cooperation of the general administration. After confirmation by fax, it will be examined and approved by the chief business officer and the director of the customs directly under the customs office at two levels.

3. The import and export license shall be invalidated and shall not be renewed. The original holder shall apply to the issuing authority for new evidence.

Before obtaining the new permit, the original holder may apply to the Customs for protection and release according to the time limit.

4, in the case of "one batch of one certificate", the goods of small and medium sized vessels or container laden trucks entering or leaving the port to and from Hong Kong and Macao can be operated with reference to the "no one batch, one certificate" method before the new regulations are implemented.

5, for a permit not in the scope of "one batch, one request" system, the issuing authority should mark "no one batch and one certificate" in the "remarks" column of its paper card, and the number of its use shall not exceed 12 times.

6, the permit adopts the "one certificate and one customs" system. Only one of the "customs ports" pmitted by the paper certificate and the electronic data pmitted is actually the name of the customs. However, the import and export enterprises may declare at all ports within the customs area directly under the customs directly under the jurisdiction. If the import and export enterprises need to declare customs other than those directly under the customs jurisdiction, they should renew the new certificate to the original issuing authority.

The import and export commodities for customs declaration at designated ports are still in accordance with relevant regulations.

Six. The import and export license issued by this regulation before the date of issue is still in accordance with the relevant provisions.

Seven. The interpretation right of this operation procedure is in the General Administration of customs.

Eight. The operation procedures have been tried since July 1, 1998.
