Achievements In The Development Of China'S Education In The 60 Years Since The Founding Of New China
In September 11th, the State Council held a press conference. The Minister of Education Zhou Ji introduced the achievements in the development of education in the past 60 years, and answered questions from reporters.
Reporters learned from the press conference that by the year 2000, the popularity and quality of nine years compulsory education in China were among the top 9 developing countries, achieving the goal of "basically popularizing nine years of compulsory education and basically eliminating illiteracy among young and middle-aged people".
Since 1949, more than 80% of the population in China is illiterate, with less than 20% primary school enrollment and 6% junior middle school enrollment.
At the beginning of the founding of new China, the party and the state proposed to popularize education and improve the quality of the whole nation.
In 1985, the CPC Central Committee's decision on the reform of the educational system further mobilized the whole party, the whole society and the people of all ethnic groups in China to carry out the nine year compulsory education in a positive and step by step way with the greatest efforts.
Through unremitting efforts, by 2000, the popularity and quality of nine years of compulsory education in our country ranked 9 among the 9 developing population countries, and achieved the goal of "basically popularizing compulsory education for nine years and basically eliminating illiteracy among young and middle-aged people".
In the new century, China has brought compulsory education into the scope of financial guarantee, and compulsory education has entered a new stage of consolidation, improvement and universal popularization.
In 2008, there were 300 thousand and 900 primary schools in China, 103 million 315 thousand and 100 students, 57 thousand and 900 junior middle schools and 55 million 849 thousand and 700 students.
The national primary school net enrollment rate reaches 99.5%, the junior middle school gross enrollment rate reaches 98.5%, and the youth illiteracy rate reduces to 3.58%.
Free compulsory education in urban and rural areas is fully realized.
Since the reform and opening up, especially since the Sixteen Party's Congress, the central government has decided to gradually implement free compulsory education in urban and rural areas throughout the country.
In 2003, the State Council held the first National Conference on rural education since the founding of new China. It called for rural education to be placed in the most important strategic position in education, and new educational funds were mainly used for major decisions in rural areas.
At the end of 2005, the State Council decided to set up a new mechanism for funding the rural compulsory education in the central and local regions.
The policy of "two exemption and one subsidy" (that is, miscellaneous fees, book free fees and subsidized boarding students' living expenses) was first implemented in the key counties of poverty alleviation and development in 592 countries, and began to be fully implemented in the whole country in 2007 spring.
In September 1, 2008, students were exempt from tuition fees at the 28 million compulsory education stage.
At this point, the tuition and fees of over 1.6 million students in the urban and rural compulsory education stage were all exempt, and free compulsory education in urban and rural areas was fully realized.

Great success was achieved in tackling the "two bases" in Western China
After implementing the "two bases" tackling plan in the western region of China, after four years' efforts, the population coverage rate of the "two bases" in the western region has increased from 77% in 2003 to 98% in 2007, and the rural compulsory education has undergone a fundamental change.
In recent years, the state has invested tens of billions of dollars in funds, and has built more than 8000 boarding schools, supporting tens of thousands of schools to rebuild dilapidated houses and living facilities, so that the learning conditions of children in the vast rural areas and border areas have been fundamentally improved.
With the implementation of the "modern distance education project in rural primary and secondary schools", the central and local governments have invested about 11000000000 yuan in funds, and built up a distance education network covering the whole country.
By the end of 2008, China's "two base" population coverage rate reached 99.3%, and the counties (cities and districts) reached 3038, accounting for 99.1% of the total number of counties.
The new compulsory education law has pushed our compulsory education to a new stage of development.
In 2006, the newly revised Compulsory Education Law further clarified the responsibility of governments at all levels to hold compulsory education, brought the funds required for compulsory education into the scope of financial guarantee, and made legal provisions for the implementation of quality education, promoting the balanced development of compulsory education, and improving the quality of compulsory education. It provided a strong system guarantee for the sustainable development of compulsory education in China.
The scale of China's higher education ranks first in the world over that of Russia, India and the United States.
Zhou Ji introduced that China's scale of higher education has surpassed Russia, India and the United States, becoming the number one in the world.
In 2008, the enrollment of 6 million 77 thousand colleges and universities in the country was 6 times that of 1998. The number of students reached 20 million 210 thousand was 4.5 times that of 1998 and 172 times that of 1949.
The number of students in various higher education reaches 29 million, and the gross enrollment rate is 23.3%.
Under the condition of per capita GDP of more than 1000 US dollars, the development of higher education in China has achieved from elite education to popularization, and has gone through 30 years, 50 years or even longer time in other countries in 10 years.
