Speed Up The Process Of Property Tax And Real Estate Tax Policy

Recently, in order to further strengthen land management and change the urbanization of land faster than population urbanization, we have issued the notice on further improving the management system of rural homestead and earnestly safeguarding the rights and interests of farmers. First, safeguard the farmers' right to live in accordance with the law.
We should safeguard the right of peasants' homestead, standardize the procedures for examining and approving homestead, and strengthen the registration, certification and archives management of rural homestead.
Two, we must resolutely implement the principle of economical and intensive land use in the distribution and use of homestead.
We should strengthen the control of rural residential land use planning and scientifically determine the layout and scale of rural residential land.
We must strictly abide by the standards and norms of the homestead area, and rationally allocate the homestead.
We must strictly control the total amount of rural residential land on the basis of guaranteeing farmers' housing construction land and make overall arrangements for all kinds of construction land.
Farmers' newly built residences should give priority to the use of idle land, idle homestead and unused land in the village, and no new construction land can be approved if there are no idle homestead in the village.
We encourage the pformation of existing housing to solve the problem of new housing land.
Gradually guide farmers to live in an appropriate concentration and promote the "hollow village" governance and old village pformation according to local conditions.
Three, we should strengthen supervision, establish a new order for the use and management of homestead, and continue to study and solve new situations and new problems through dynamic inspections, accountability, establishing a common responsibility mechanism, and investigating the abuse of misappropriation.
