Textile Industry Cluster Reappraisal Method Comes Out

A few days ago, the China Textile Industry Association issued the notice on carrying out the reappraisal work in the pilot area of textile industrial cluster, and the reappraisal work in the pilot area of textile industrial cluster was officially launched.

At present, the textile cluster economy has accounted for about 80% of the total textile economic volume, forming hundreds of textile industrial cluster areas mainly centered on county and township economy, centered on some central cities, characterized by prominent characteristics and large numbers of employment. It has made important contributions to the development of local social economy and the development of the entire textile industry.

Since 2002, the China Textile Industry Association has begun the pilot work of textile industrial clusters.

In the past 8 years, 164 cities, counties and towns have been listed as pilot areas and have been awarded the corresponding honorary titles.

After the confirmation of the pilot project, the China Textile Industry Association and the pilot regions have signed a pilot agreement, and both sides have made efforts to carry out their work in accordance with the contents of the agreement.

On the whole, with the joint efforts of local governments, enterprises and trade associations at all levels, these pilot areas have been developing rapidly and continuously improving, and gratifying achievements have been made.

However, there have been adjustments in key areas of local economic development in some areas, such as shift of focus of work, neglect of support and management.

In order to better consolidate the foundation of the textile industry and improve the industrial level of the textile cluster area faster and make it develop steadily and healthily during the "12th Five-Year" period, the China Textile Industry Association has decided to expand the new pilot as required, and reassess the 164 pilot areas already named.

Through the re evaluation, we reconfirmed the pilot project, signed the pilot agreement during the "12th Five-Year" period, and re awarded the corresponding honorary title.

After the review is no longer listed as a pilot area, the honorary title will be revoked accordingly.

This review work is divided into three stages.

In the first stage, the self-evaluation of the pilot area and the association inspection were combined to make a reappraisal.

Each pilot area should write the report in accordance with the self-assessment contents drawn up by the association. Based on the statistics in 2005, we will review and comment on the situation since 2005.

The second stage, on the basis of self-evaluation, the textile industry association will organize the relevant forces to focus on the inspection.

After redefining the pilot, the textile industry association will sign a pilot agreement on the development of industrial clusters during the "12th Five-Year" period with the pilot areas.

The third stage, in the second half of this year, the textile industry association will organize a national textile industrial cluster working conference to announce the honorable titles of the textile industrial cluster pilot areas and the newly added pilot teams through the reappraisal. At the same time, it will commend the "second batch of outstanding workers in the development of the National Textile Industrial Cluster", "the activists who promote the development of the textile industry cluster development" and the first batch of outstanding statisticians of the textile industrial cluster.

Chen Shujin, vice president of China Textile Industry Association, pointed out that this year is an important year for achieving the goal of "11th Five-Year plan" and laying a solid foundation for the development of 12th Five-Year.

Doing self-evaluation work in the pilot area of the cluster is a review of history and a summary of experience, laying a solid foundation for the development of the cluster area, and is of great significance for building a strong textile country.

This self-assessment cluster area should submit 7 parts, namely:

1. local government's support for the development of textile industry.

It is embodied in the formulation of development plans, the introduction of policies and measures, capital investment and institutional setup.

2. the construction of public service platform.

It is mainly reflected in the construction of industrial innovation public platform mainly based on R & D design, quality inspection, personnel training, information technology, e-commerce and modern logistics, as well as the effect achieved.

3. the upgrading of textile industry.

It compares and summarizes industrial park construction and product level, equipment level, scale level, technology level, marketing, brand, talent, region and enterprise culture.

The 4. industry is energy conservation, emission reduction and environmental protection.

Whether local enterprises can meet the standard requirements.

Local environmental protection departments should be evaluated.

5. the popularization of corporate social responsibility.

6. the organization construction and the role of the association.

7., illustrate the main problems of local cluster development.

When submitting self-evaluation reports, the cluster pilot area should submit a statistical table of the basic situation of the textile industrial cluster pilot area in 2005~2009 and the "12th Five-Year" textile industry development plan or assumption in the region.

The self-assessment report should be submitted to the China Textile Industry Association before June 15th.

Those regions that will not be reported will be considered to quit the pilot program automatically.
