Ministry Of Commerce'S Anti-Dumping Investigation Of Caprolactam

Based on the above findings and the sixteenth provision of the anti dumping regulations of the People's Republic of China, the Ministry of Commerce decided to initiate an anti-dumping investigation on the import of caprolactam originating in the EU and the United States since April 22, 2010.

The relevant matters are hereby announced as follows:

I. investigation and investigation period

Since the announcement of this announcement, the Ministry of Commerce has made anti-dumping investigations on the import of caprolactam originating from the European Union and the United States. The dumping investigation period identified in this survey is from January 1, 2009 to December 31, 2009, and the industrial injury investigation period is from January 1, 2007 to December 31, 2009.

Scope of investigation: imported caprolactam originating in the European Union and the United States.

Product Name: caprolactam.

English Name: Caprolactam (referred to as "CPL").

Molecular formula: C6HllNO

Physicochemical characteristics: caprolactam is generally white flake solid at room temperature. Under certain conditions, it can also present in liquid state with weak pungent odor.

Solid caprolactam is easy to absorb moisture, the hands are oily, soluble in water, and soluble in ethanol, ether, acetone, chloroform, benzene and other organic solvents.

Main uses: caprolactam is mainly used to produce nylon 6 chips, and is further used to make nylon 6 fiber and nylon 6 engineering plastics. It is widely used in wool spinning, knitting, weaving, fishing, tires, engineering plastics, film and composite materials.

The product is classified in the People's Republic of China import and export tariff code: 29337100.

Three. Registration and litigation

In respect of dumping investigation, any interested party may, within 20 days from the date of promulgation of this notice, apply to the Ministry of Commerce and the Fair Trade Bureau of the Ministry of Commerce for participation in the complaint. The exporters or producers involved in the complaint shall also provide the quantity and amount of the products being investigated to China for export to China from January 1, 2009 to December 2009 31.

In respect of the industrial injury investigation, the interested party may register the complaint with the Ministry of Commerce's industrial injury investigation bureau within 20 days from the date of promulgation of this announcement. At the same time, it shall provide the explanatory materials for the production capacity, output, inventory, construction and expansion plan, and the number and amount of the products being investigated in China in the period of industrial injury investigation.

Four. No registration should be filed.

If the interested party fails to register the complaint with the Ministry of Commerce within the time specified in this notice, the Ministry of Commerce shall have the right to refuse to accept the relevant materials submitted by him, and shall have the right to make a ruling based on the materials available.

Five. Interest parties' rights

If the interested party has any objection to the scope of the investigation, the qualifications of the applicant, the state under investigation and other related issues, he may submit his opinions to the Ministry of Commerce in writing during the above-mentioned registration.

Six, the way of investigation

The investigation authorities may use questionnaires, sampling, hearings, on-site verification and other means to understand the situation and investigate the interested parties.

Seven. Since April 22, 2010, the survey should normally be completed by April 22, 2011 and extended to October 22, 2011 under special circumstances.
