　　一年前，我國紡織工業(yè)調(diào)整振興規(guī)劃正式出臺，給身處“寒冬”的紡織企業(yè)帶來了濃濃暖意。在《規(guī)劃》的指引下，湖南紡織行業(yè)20萬余職工靠扎扎實(shí)實(shí)的行動，逆勢而上，取得了落實(shí)規(guī)劃初戰(zhàn)告捷的喜人成果。

The main revenue was 41 billion 900 million yuan, an increase of 15.93% over the same period last year. The profits and taxes were 2 billion yuan, an increase of 20.5% over the same period.

Over the past year, the textile and garment industry in Hunan has paid more attention to changing the mode of economic development, paying more attention to creating "growth pole", improving the quality and efficiency of economic growth, paying more attention to improving the two contribution rates of science and technology and brand, and achieving a sound and fast development.

In implementing the objectives and tasks set forth in the "planning", Hunan textile and garment industry takes technological innovation as the driving force for industrial revitalization, and constantly enhances its capability of independent innovation.

First, we should conscientiously strengthen the building of the innovation system and innovation platform.

The key is to create and cultivate enterprise technology centers.

In 2009, Changde cloud brocade group and star ma Ye enterprise technology center were identified as provincial-level enterprise technology centers.

At present, the textile industry in Hunan has 1 state-level enterprise technology centers, 1 post doctoral workstations, and 10 provincial technology centers, becoming the R & D center and innovation platform of enterprises.

Two, we should continue to tackle key scientific and technological problems in key areas.

Vigorously promote the pformation of scientific and technological achievements.

Last year, the province's textile enterprises developed hundreds of new products. Among them, 20 new products, including Zhuzhou cedar, Dongting hemp industry, Changde Yun brocade, and Canary Bird hemp industry, were identified by the provincial level. 5 key areas of scientific research achievements were appraised at the national and provincial levels. Among them, the topic of "high-grade super high ramie fabric processing and chain cutting technology" in the 11th Five-Year "National Science and technology support plan" undertaken by Dongting hemp industry was approved by the China Textile Industry Association's national level achievement appraisal.

The project of "industrial development and application of gel spinning high strength high modulus polystyrene fiber and its continuous weft free manufacturing technology" jointly developed by China and Thailand special equipment company and Donghua University has won the two prize of national science and technology progress. The research and development of "key technology of comfort super thin ramie fabric series" jointly developed by Dongting hemp and Donghua University has won the first prize of science and technology progress of China Textile Industry Association.

Through R & D and innovation, product quality and added value of enterprises have been significantly improved.

Last year, the province's Enterprises above Designated Size realized new product output value of 2 billion 607 million yuan, an increase of 127.2% over the same period last year.

Project construction has yielded fruitful results.

Affected by the national investment, last year, Hunan's textile and garment enterprises above Designated Size completed a total investment of 8 billion 842 million yuan, an increase of 12.78% over the previous year, 422 construction projects, an increase of 55.63% over the previous year, 343 new projects, an increase of 66.5% over the previous year, and 171 construction projects, an increase of 11.04% over the same period last year.

The investment focuses on cotton textile, hemp textile, chemical fiber, clothing and knitting. The project is mainly composed of structural adjustment, so as to achieve technical grade, equipment level and product grade.

Such as cloud brocade Group invested more than 600 million yuan of textile brocade Industrial Park, all used advanced equipment such as compact spinning, automatic winding machine, new air-jet loom and so on. Hunan Dongxin Group invested 550 million yuan to build 100 thousand spindles fine cotton yarn technology project; Changsha Yintai invested 180 million yuan in Jinzhou Industrial Park to build 100 thousand high grade fine cotton yarn production line project; Xiang Wei company invested 1 billion yuan to build 50 thousand tons PVA production line and matching project, and invested another $8 billion to build VF-6 special fiber project in Huaihua Industrial Park; the first phase project of Saint Delhi Fashion Industrial Park, which was invested by 524 million yuan in Ningxiang Jinzhou Industrial Park, has been completed.

It has become the largest senior menswear manufacturing base in the central region with an annual output value of 2 billion yuan.

In the structural adjustment, industrial textiles have sprung up, with Enze water soluble cloth, Xinhai rope net, and Zhongyuan non-woven fabrics as the backbone, focusing on the development of geogrids, high strength geotextiles and other multi-functional composite materials, high temperature resistant filter materials, high function canopy materials and hemp film materials, automotive interior jute ramie products, etc.

These investment projects mainly focus on energy saving, low carbon consumption and environmental protection, optimize the industrial structure, and play an important role in reducing production costs, eliminating backward production capacity, increasing labor productivity and creating new economic growth points.

Ramie spinning is a characteristic industry in Hunan. No matter its planting area, output, processing ability, and technology development ability, it is in the leading position in the same industry.

In recent years, Hunan Huasheng Group has made a gratifying step in developing high-end products of ramie. Its super high and ultra-thin ramie fabrics, which are developed by cedar and cave Ma, are widely welcomed in the international high-end market.

Making ramie textile the first in the world and making it an international business card in Hunan is an important measure for Hunan textile to implement the spirit of planning and create growth pole.

To this end, the ramie industry must accelerate the adjustment and pformation.

First, we should adjust the elimination of backward production capacity to pform and upgrade the advanced technology and equipment; two, we should change the production of primary products to high value-added terminal products; three, adjust the waste water treatment to low carbon and environmentally friendly cleaner production; four, adjust the neglect of brand building to accelerate the pformation of our own brand; five, adjust the blind expansion of investment scale to make the best efforts to improve the quality and efficiency; six, adjust the raw material to the expansion of raw material base construction; seven, adjust the product to export to the domestic demand market share; eight is to adjust the pformation of the textile culture to the breadth and depth of publicity.

Around the adjustment and pformation, the industry should focus on the following four aspects: speeding up the adjustment and optimizing the product structure, promoting the expansion of the domestic market; increasing the intensity of scientific and technological innovation, promoting the upgrading of enterprises; speeding up the construction of high-quality ramie raw material base, improving the passive situation of raw materials being controlled by others; increasing the propaganda of low carbon and environmental protection of ramie textile products, and promoting the purchasing power of the ramie textile products.
