In order to further implement the "Clean Production Promotion Law of the People's Republic of China", speed up the demonstration and application of major clean production technologies and promote the overall level of cleaner production in our industry, we have organized and implemented a clean production technology implementation plan for 17 key industries, such as polyvinyl chloride (hereinafter referred to as the "plan"), which is now issued to you and put forward the following requirements for the implementation of the plan.

1. The local industrial authorities should take the promotion of cleaner production technology as an important measure to promote energy conservation and emission reduction, intensify efforts to accelerate the implementation of the implementation plan.

(1) strengthening investigation and research, finding out the current situation and implementing potential of cleaner production technology in this area, and formulating targeted implementation plan for cleaner production technology combined with reality.

Three, as the main body of the application of cleaner production technology, enterprises should apply advanced and applicable technologies to clean production technology pformation, as a fundamental way to enhance the technological level and core competitiveness of enterprises, prevent and reduce pollutant generation from the source, and achieve clean development.

The central enterprise group should actively support the clean production technology in the application promotion plan of its enterprises, and give priority to the implementation of the group project plan and provide financial support for the related demonstration and extension projects.
