At present, the situation of energy saving and emission reduction is very grim. Especially since the third quarter of 2009, the high energy consumption and high emission industries have been growing rapidly, some backward production capacity has been revived, the demand for energy has increased significantly, the intensity of energy consumption and the emission rate of sulfur dioxide have slowed down or even decreased.
In response to global climate change, our government promised that the carbon dioxide emissions per unit of gross domestic product will decrease by 40%-45% compared with 2005 by 2020. The contribution rate of energy saving and energy efficiency improvement to over 85% will also bring great challenges to energy saving and emission reduction.
All regions and departments should fully understand the importance and urgency of strengthening the work of energy conservation and emission reduction, enhance their sense of mission and responsibility, make greater efforts to make greater efforts and resolutely adopt strong and effective policies and measures to fight hard energy conservation and emission reduction so as to ensure the goal of energy saving and emission reduction in 11th Five-Year.
Two, strengthen the responsibility of energy saving and emission reduction targets.

For projects violating regulations, production must be ordered to stop. Financial institutions are not allowed to issue working capital loans. Relevant departments should stop power supply and water supply.
We must carry out policies that restrict the export of "two high" products and control the export of "two high" products.
Five, accelerate the implementation of key projects for energy conservation and emission reduction.
The central budget will be invested 33 billion 300 million yuan and the central government's funds will be 50 billion yuan. It will focus on ten key energy-saving projects, the development of circular economy, the elimination of backward production capacity, the treatment of urban sewage and garbage, the treatment of water pollution in key river basins, and the construction of energy saving and environmental protection capacity. The energy saving capacity will be 80 million tons of standard coal, the daily sewage treatment capacity of 15 million tons and the daily capacity of garbage disposal 60 thousand tons.
