    This year is a key year to continue to cope with the international financial crisis and maintain steady and rapid economic development.

    The deep adjustment and profound changes in the international and domestic economy urgently call for greater efforts to reform and further break down the institutional obstacles that restrict economic structural adjustment and the pformation of economic development mode, and effectively promote scientific development.

    In the light of the current reform and development situation, the following opinions are put forward for deepening the reform of the economic system in 2010:


    I. guiding ideology and general requirements

    Four, deepen the reform of the prices of resource products and environmental protection fees.

    Five, deepen the reform of fiscal and taxation system.


    (1) to introduce a resource tax reform plan to unify the urban construction tax and education surcharge system of domestic and foreign enterprises and individuals, and gradually promote the reform of the property tax, study and implement the reform of the personal income tax system, improve the consumption tax system, and study the scheme of levying environmental taxes.

    Six, deepen the reform of the financial system.


    (1) learn from the reform of international regulatory standards and improve the financial supervision system.

    We should establish a macro Prudential management framework, strengthen capital and liquidity requirements, and establish a systemic financial risk prevention system.

    Seven, coordinate the reform of urban and rural areas.

    Eight, deepen the reform of people's livelihood security system.

    We should actively and steadily implement the performance pay system in public institutions, promote the collective wage consultation and payment guarantee system of enterprise employees, reform the management system of wages in state-owned enterprises, especially in monopoly industries, and improve the salary distribution and supervision system of senior managers in state-owned enterprises and financial institutions.

    (two) improve the urban and rural endowment insurance system, fully implement the pfer and continuation system of basic old-age insurance for urban employees, study and solve the problem of old-age insurance for urban and rural collective workers, retirees and Urban Non income elderly residents, continue to promote the reform of old-age insurance system in public institutions, improve relevant supporting policies for new rural social endowment insurance and expand the scope of the pilot.

    (three) establish and improve the management system of affordable housing planning and construction, accelerate the construction of low rent housing, public rental housing and affordable housing, and promote the pformation of shanty towns in cities and industrial and mining areas, and introduce a comprehensive policy to promote the long-term and healthy development of the real estate market.
