The reasons are: first, the threshold of entry is low, the production enterprises are mainly small and medium enterprises, and the quality consciousness of enterprises is not strong. They do not understand and pay no attention to the relevant national product standards. Most enterprises do not have the quality control capability, and are unwilling to increase the cost to send the raw materials and products to the normal inspection institutions for testing, resulting in the product quality can not be controlled.
