Since 2007, 30 Thousand Toys Have Been Recalled By AQSIQ.
On the eve of "61" children's day, data from the AQSIQ's defective product management center showed that since August 2007, the AQSIQ promulgated the regulations on the management of children's toys recall, by the end of 2009, in the past two and a half years, the AQSIQ has organized 6 defective recall of children's toys and recalled 3 pieces of defective toys, mainly involving plastic, plastic and plush toys.
When the data were disclosed, the center official told the media that the number of defective toys in China was not much recalled relative to the injuries caused by children's toys. The main reason is that at present, domestic consumers complain very little about the safety of toy products.
However, the data show that accidental injury has become the first cause of death in children under 14 years of age in China, and 30% to 40% of these injuries occur in families, of which 20% are caused by unsafe toys.
The implementation of defective product recall system needs the joint promotion of product producers, government regulators and product users.
Because the confirmation of a product defect is based on the collection, investigation and analysis of a large number of related complaints, injuries, accidents and other information of the product.
This requires the participation of the whole society.
The recall of defective children's toys, parents' complaints and information feedback are particularly important.
"We should actively complain about seeing toys or injuries that are problematic."
On the eve of the children's day, a director of the center appealed to parents for a relevant regulation and safety awareness campaign.
National standard for harmful substances in toy coatings will be implemented
According to the official website of AQSIQ, since October 1, 2010, the first national mandatory standard for hazardous substances in toy coatings (GB24613-2009) will be implemented.
The standard specifies five types of harmful substances in children's toy coatings, including lead and volatile organic compounds (VOC), benzene, toluene, ethylbenzene, xylene and eight soluble elements, and six kinds of o-phenyl two formic acid esters.
Toy coatings are commonly used in the protection and decoration of toys to make toys more durable and attractive to children.
As a toy material closely related to children's body, the safety problem of toy coatings is increasingly concerned at home and abroad.
Developed countries and regions such as Europe and the United States have promulgated pertinent standards and regulations.
For example, the relevant regulations and safety directives of the United States, Canada and the European Union have strict requirements for the total lead, eight soluble elements and o-phenyl two formic acid in toys.
Compared with the relevant regulations in Europe and America, the above standards are not only limited, but also more comprehensive.
Export toy safety "threshold" high building
The continuous improvement of domestic toy standards is actually a general trend in the international context.
In recent years, developed countries such as Europe and the United States have increased the safety threshold for toys to enter their markets.
For example, heavy metal lead which is harmful to human health and children is very sensitive. The Consumer Product Safety Improvement Act (CPSIA), which came into effect in August 14, 2008, extends not only the scope of detection of lead to any touches on toys, but also the tightening of lead in toy materials: from August 14, 2009, the total amount of lead dropped from 600ppm to 300ppm; by August 14, 2011, it will drop to 100ppm again.

Among them, the total amount of lead in paint and other surface coating materials for toys and children's products is more stringent: after August 14, 2009, it dropped to 90ppm.
Take the EU toy safety directive as an example, the directive, which will be implemented in July 20th next year, is called the "most stringent" toy regulations in the industry.
It not only made harsh provisions on toys in terms of physical, mechanical, chemical, electrical properties and many other aspects, but the 27 member states of the European Union must also revise their respective national laws and regulations and implement the new directive at the same time six months before the implementation of the new directive.
Whether export inspection and quarantine institutions or related enterprises, are currently closely watching this directive.
"Where to go" has become the "test question" faced by toy export enterprises.
Insiders say that for some enterprises to continue to do so, they must upgrade from toy design to raw material procurement, then to production technology, equipment, product testing and so on.
This brings about the cost increase at the moment, but in the long run, it will gradually reduce the embarrassment of "coping".
This is probably what we often call "initiative".
