Yesterday, Vice Minister of environmental protection Zhang Lijun held a press conference on the situation of China's environment and so on.

The press conference revealed that the implementation of the "11th Five-Year" environmental protection plan in 2009 was the first time to meet the progress requirements, and some of the targets were over fulfilled, and the main planning target is expected to be realized for the first time.

"Pollution reduction has achieved phased results, and the effect is quite obvious."

But he also said that since this year, the situation of pollution reduction has become more severe.

Especially in the first quarter of this year, judging from the Ministry of environmental protection's dispatch of the provinces, sulfur dioxide has experienced the first decline since 2007, and SO2 increased by 1.2% over the same period last year.

In response to questions about garbage disposal, Zhang Lijun revealed that the leaders of the State Council recently had important instructions. The Ministry of environmental protection, the Ministry of housing and urban rural development, and the development and Reform Commission were working together with relevant departments to study and formulate relevant policy documents, and put forward comprehensive measures to solve the problem of domestic waste in China.

After the formation of this document, public comments will be sought.

A reporter asked at the conference: in order to achieve the "11th Five-Year" emission reduction targets, the accountability system was introduced, and provincial governors and the State Council signed letters of responsibility.

If there is an official change and a province has not completed the emission reduction target, how should this accountability system be implemented?

Zhang Lijun stressed that administrative accountability is implemented by the Ministry of supervision in accordance with the requirements of the comprehensive work plan of the State Council on energy conservation and emission reduction.

Because of strict assessment every year, every leader is clear in his term of office. Therefore, it is clear that who should bear the responsibility if he is held accountable. This responsibility will not be affected by the change of duties.

Of course, in order to solve these problems, some provinces have clearly stipulated that during this period, the leading positions of local party and government will not be changed.
