For universities and research institutes in Nanjing, those who make scientific and technological achievements will be encouraged to take part in the stock market, such as equity award, equity sale, stock option and other incentive policies. The share award and share sale part shall be postponed for the personal income tax paid before the stock right is realized.

For universities and scientific research institutes, the pfer of technology will provide a certain proportion of cash or equity awards to the enterprises who have provided the scientific and technological achievements in their jobs. Set up industrial innovation research institute to build a new platform for industry, University and research.

At the next stage, the municipal government will take the lead to set up the Nanjing Industrial Innovation Research Institute as the general platform for the integration of science and technology and industry in the city, undertake the research achievements of universities and scientific research institutions, carry out applied research and development and commercialization of technology enterprises around the commercialization, industrialization and marketization of scientific and technological achievements, and provide enterprises with integrated technology pfer and technology upgrading services.

The Institute will adopt the organizational structure of "general hospital + professional institutes". The general hospital will implement the presidents responsibility system under the leadership of the Council. The professional institute is an independent legal entity with an enterprise nature.
