The Leather Produced In Inner Mongolia Flows Out Of The Fields.
Today, leather clothing is undoubtedly the darling of the market, and the price is also great. But with huge resources advantage, leather processing in Inner Mongolia is in a weak position.
It is no doubt an important research topic in Inner Mongolia's economic construction that how to make the leather and fur processing industry bigger and stronger, increase the added value of leather sheets, and increase the income of farmers and herdsmen.
Inner Mongolia is a large animal producing area in the country. It produces about 50000000 sheepskin and about 3000000 cowhide every year.
Unfortunately, the sheepskin and cowhide of farmers and herdsmen are at low price as raw materials for production, and have entered the leather processing enterprises outside the region.
The pain of weak position
In fact, Inner Mongolia's leather and fur products were once famous throughout the country.
In the 90s of last century, the "panda brand" leather garment produced by Jining leather goods factory in Wulanchabu was once a well-known brand in the whole country.
And the right rear banner, Tu Mu Er Tai, has the largest fur trading market in the region, and its business is very prosperous.
However, in the fierce competition in the leather market of China, the leather and fur industry in Wulanchabu once experienced a sharp decline.
In order to change the status quo, in recent years, the Inner Mongolia Autonomous Region government has increased support for the leather and fur industry, and has built a leather processing park in Jining district. A new fur and meat processing park has been built in Tu Mu Er Tai. Huade County has focused on supporting the alpaca velvet garment industry, and the industries have gradually grown and expanded, and the industrial advantages are beginning to emerge.
Liu Yongxiang, director of the office of agriculture and animal husbandry industrialization of Wulanchabu agriculture and Animal Husbandry Bureau, told an interview with our reporter that Wulanchabu has annual sales income of more than 1 million yuan and nearly 40 fur and leather processing enterprises, with an annual sales income of 2 billion 600 million yuan, and Wulanchabu Plush has certain resource advantages. However, due to the lack of regional brand support, the market development capacity is weak, and the market share is relatively small, and the superior resources have not been fully converted into the dominant products and the dominant industries.
Although the production of leather is large in Inner Mongolia, because of the backward technology of equipment, the deep processing of leather is in neutral position, and the raw material of products depends mainly on field purchase, which makes the production of enterprises increase the cost.
The vice president and researcher of the Inner Mongolia Academy of Social Sciences, Lok Chi, found that most of the fur traders sold to Hebei, Xinji, Haining, Wenzhou, Gansu, Henan and other places after their scattered acquisitions, and lost most of their profits to the sales links of foreign traders.
Director Liu Yongming said that Inner Mongolia is still not perfect in the leather trading market, production and processing, supporting services and so on, and has not formed a virtuous circle of industrial chain.
4 big weaknesses restrict development
Why did the vast majority of leather goods in Inner Mongolia flow into the enterprises outside the region instead of developing their own leather and fur processing industry? The vice president of Lok Chi told an interview with our reporter that over the years, Inner Mongolia has not formed a relatively professional trading market, and the skin is only a by-product of selling cattle and sheep farmers and herdsmen, and the leather dealers are scattered and bought at the gate of processing enterprises and slaughterhouses.
The lack of a piece of leather can not attract the direct users. Therefore, the demand is unstable and the price is not high enough to meet the needs of batch processing.
Because of the low price, farmers and herdsmen do not want to invest more in the prevention of skin diseases of cattle and sheep. Therefore, the quality of the products is relatively low. Compared with the cattle hide and imported cowhide in the Central Plains, the quality of leather is poor, and the processing enterprises are reluctant to adopt them. Most of these skins can only process low-grade products.
Besides, the investment cost of leather and leather processing industry is very high, and the technical requirements are also very high.
It is understood that the construction of a medium-sized leather tanning enterprise that deals with 1000 cowhide days will cost 20 million yuan for imported equipment and 20 million yuan for other ancillary facilities and waterproofing treatment.
The attraction to investment enterprises is not strong.
The lack of relevant talents in Inner Mongolia and the lack of leading enterprises led to slow industrial development.
Leading industry is the way out, {page_break}
It is understood that the market demand for leather products in the world is strong, especially for raw materials of cattle and sheepskin.
The market has great potential for development. How to develop the leather and fur processing industry of the autonomous region as soon as possible and pform Inner Mongolia's resource advantages into economic advantages is an urgent task for Inner Mongolia.
The vice president of loge believes that although the cities of the league have preferential policies for attracting foreign investment, it is a basic project for the development of breeding industry to provide a certain amount of financial support and establish a relatively professional leather and fur trading market for leather and fur processing.
In the process, we should give full consideration to the distance between leather and fur market and raw materials in Western and Eastern Inner Mongolia, and build suitable scale enterprises, so that we can not blindly greedy, so as not to cause waste of processing resources. For farming and herdsmen breeding, we should also give more guidance, give certain subsidies, encourage farmers and herdsmen to improve their cattle and sheep breeds, prevent the skin diseases of cattle and sheep, and harm the quality of the skin of the needle grass, further improve the quality of the skin and enhance the competitiveness of the skin.
In addition, we should vigorously promote investment promotion work, formulate more favorable conditions and implement it effectively. If necessary, we can take government equity participation to guide investment and make up for the shortage of construction funds. In addition, we should innovate the loan guarantee mechanism, actively explore new ways such as financial guarantee, enterprise joint guarantee, credit loan, and establish loan risk fund, expand the financing channels for enterprises, provide strong financial support for the self development of enterprises, and attract support enterprises to participate in investment.
We should strive to create a better external environment from various aspects, and strive to introduce some leading enterprises outside the region, and bring the leather and fur industry of Inner Mongolia into full play with the development of advanced technology and management.
In addition, tanning is a highly polluting industry, which requires government and enterprises to pay attention to this problem.
The vice president of loge suggested that when importing an enterprise, we must adhere to a high standard and a high starting point, and strengthen supervision. We must never take the road of first pollution and then governance.
At the beginning of the business, the government should give some support to the construction of the environmental facilities, or the government should set up environmental protection facilities such as sewage treatment to attract investment from enterprises, and ensure the coordinated development of leather industry and environmental protection.
