US Cotton Production Needs Stable Agricultural Policies

Smith said that the 2008 agricultural bill also made historic amendments to the payment restrictions and the eligibility of the scheme.

The abolition of the three substantive rules and application for direct attribution were more restrictive, and the adjusted gross income test tightened sharply.

Smith testified: "unfortunately, the US Department of agriculture has gone beyond the statute. The Ministry of agriculture has actively revised the rules and complicating spouse qualifications. In implementing the key payment qualification requirements, the producers are required to authorize the IRS to issue information to the US Department of agriculture."

For cotton growers, good agricultural policies are of no value, and if commercial agriculture is not entitled to benefit.

Frankly speaking, statutory change plus excessive enthusiasm has pushed us to the edge of collapse, and we are firmly opposed to any provision to strengthen restrictions.

Looking forward to the future

He pointed out: "the Brazil case of the world trade organization puts special emphasis on cotton marketing and counter cyclical solutions.

Although the US negotiators have reached an interim agreement to persuade Brazil to stop retaliation for us $1 billion in exports to the US, we are pleased, but we know that people expect the 2012 agricultural law to make amendments to the cotton program.

Smith said the US cotton industry considered internal policies and appointed an agricultural policy task force to cooperate with Congress to solve the challenges faced in drafting the 2012 agricultural law.

He also pointed out that due to the existence of agriculture and energy policies, the competition balance between commodities must be considered in the 2012 agricultural bill.
