    The identified pilot area embodies a feature: there are many areas to undertake industrial pfer, including the less developed counties in the central and western regions and the eastern coastal areas, such as Fengxin County in Jiangxi Province, Wangjiang County in Anhui Province, Sun Village town in Fanchang County of Anhui Province, Zhongyuan District and Zhengzhou District in Henan Province, Liaoyuan city in Jilin Province, Kangping County in Liaoning Province, and Kangping County in Liaoning province.
