In order to implement the plan for adjustment and revitalization of the textile industry, optimize the regional layout, promote the structural adjustment and industrial upgrading of textile industry, and enhance the competitiveness of the textile industry and the ability of sustainable development, we hereby put forward the following opinions on advancing the textile industry pfer:

1. The pfer of textile industry is of great significance for promoting structural adjustment.

Textile industry is the traditional pillar industry and important livelihood industry of our national economy. It is also an obvious industry with international competitive advantages.

Over the years, the rapid development has been achieved, but the structural contradictions and problems accumulated over a long period of time are becoming increasingly prominent.

In particular, influenced by the international financial crisis, the eastern coastal areas, which account for 85% of the scale of China's textile industry, are facing more and more restrictive factors. The cost has risen rapidly and the competitive advantage has been weakened. The comparative advantages of the central and western regions have not yet been fully realized.

Pushing forward the textile industry pfer is particularly urgent for promoting the adjustment of textile structure, optimizing the industrial layout and promoting the sustainable development of the textile industry.

Advancing the pfer of textile industry is conducive to giving full play to the advantages of talents, technology, market and information in the eastern coastal areas, breaking through the restrictive factors such as shortage of land resources, increasing environmental pressure and rising labor costs, improving technological innovation, brand building and supply chain management capabilities, speeding up the pace of industrial upgrading, and helping to play a comparative advantage in the central and western regions and Northeast China in terms of land, labor, raw materials, energy and so on, and developing the economy and expanding employment through undertaking the pfer of textile and garment manufacturing industry, and making full use of the comprehensive advantages of China's vast geographical area and strong regional economic complementarity, so as to further enhance the international competitiveness of the textile industry.

Two. Guiding ideology and basic principles of textile industry pfer

We should comprehensively implement the spirit of the 17th CPC National Congress, take Scientific Outlook on Development as the guide, adhere to the road of new industrialization, and promote the textile industry pfer in accordance with the guideline of "government guidance, market operation, complementary advantages and mutual benefit and win-win", give full play to regional comparative advantages, improve the ability of resource integration and utilization, optimize the industrial regional layout, and enhance the competitiveness of industries, so as to realize the development of the new round of textile industry.

1., adhere to the combination of government guidance and market operation.

We should give full play to the function of market allocation of resources, give prominence to the main role of enterprises, create conditions for the government to take advantage of the situation, mobilize the enthusiasm of all sectors, and form a mechanism of enterprises' initiative, government guidance, industry coordination to promote industrial pfer and industrial undertaking, and promote the orderly implementation of the pfer of textile industry.

2., adhere to the combination of industrial pfer and industrial upgrading.

Industrial pfer should be combined with fostering advantageous enterprises and advantageous industries, combining with elimination of backward, merger and reorganization, supporting enterprises in upgrading their pfer, developing in the process of undertaking, enhancing their capability of independent innovation, cultivating their own brands and promoting industrial upgrading.

We should co-ordinate and take account of the special advantages of the East, the central and western regions, adjust measures to local conditions, foster strengths and circumvent weaknesses, and form an industrial division and cooperation relationship between the regions with complementary advantages, mutual benefit and win-win cooperation, and coordinated development, and the industrial layout of dislocation competition and interdependence.

4., adhere to the combination of energy conservation and environmental protection and sustainable development.

Industrial pfer should take full account of environmental requirements, strictly enforce industry access conditions, pay attention to energy conservation and environmental protection, and avoid pollution pfer.

It is forbidden to pfer the production, technology, equipment and products in the elimination catalogue, prevent the disorderly expansion of low level production capacity, enhance the sustainable development ability of the latecomer regions, and realize the coordinated development of regional economy and ecological environment.

Three, textile industry pfer and regional development priorities.

(1) accelerating the pace of industrial upgrading in the eastern region

The eastern region, taking advantage of market, talent, capital and information, guided the principle of "optimizing structure, strengthening innovation, enhancing services and cultivating brand" to guide the textile industry to shift to high-end industries and accelerate the pace of industrial upgrading.

1., promote the urban construction of central cities.

The central city of the East will focus on developing the producer services and textile headquarters base of R & D, brand marketing, marketing and other textile and garment industries, and cultivate global or regional textile and fashion creative and creative centers, marketing centers, trade centers, brand centers and shopping centers.

2., promote the pformation and upgrading of industrial clusters.

We should pform the traditional industries with new and high technology, upgrade the level of the existing textile industrial clusters, cultivate distinctive regional brands, further strengthen the construction of public service platform in the industrial cluster area, enhance the service function and improve the service level; attach importance to giving full play to the role of the specialized market of textile and garment in the East, and meet the needs of one-stop shopping at home and abroad.

3., develop high-end textile and garment manufacturing industry.

We should further refine the industrial division of labor, develop high technology, high value-added, fashionable and differentiated end product manufacturing industries; develop capital intensive, technology intensive, high technology fiber, industrial textiles and textile machinery manufacturing industries.

4. promote the textile industry pfer according to local conditions.

Through the annexation and reorganization or new investment, we will pfer some manufacturing links such as spinning, reeling, weaving and products to the Midwest and Northeast China with certain industrial bases; support the textile enterprises with orders to strengthen their cooperation with the textile enterprises in the Midwest and east north through purchasing and business cooperation, and encourage the dominant textile enterprises to strengthen their docking with the textile enterprises in the Midwest and Northeast China by means of technology and management.

(two) improving the manufacturing system of textile industry in the central region

The central region, taking advantage of location, talent and resources, takes the principle of "giving full play to its advantages, actively undertaking, strengthening matching and improving the system" to seize the strategic opportunity for the rise of central China, and focus on developing cotton textile, linen textiles, knitting, clothing, home textiles, industrial textiles and other manufacturing processes, and gradually establishing and improving the manufacturing system of textile industry.

1., develop characteristic industries based on the advantages of industry.

Henan, Hubei, Anhui and other cotton producing areas can take advantage of the advantages of resources to undertake the pfer of the eastern cotton textile industry; Hunan, Hubei, Jiangxi and other places should speed up the construction of Ma textile production base; Jiangxi and Henan can rely on the basis of viscose fiber industry, focusing on promoting the development and production of functional and differentiated viscose fibers.

2., we should develop comparative advantage and develop end product manufacturing industry.

We will develop garment manufacturing and home textiles and other end product manufacturing industries with close proximity to the eastern coastal area and the advantages of labor force. We will upgrade the manufacturing level of textile and other industrial textiles, accelerate the improvement of industrial matching system, and expand the scale of textile and clothing production.

3., give full play to the radiation role of the central cities and promote the construction of independent brands.

The central cities in the central region should focus on the development of producer services, optimize the circulation environment, speed up the construction of specialized markets, and actively cultivate the independent brands of textile and clothing.

(three) the western region should focus on developing characteristic industries.

In the western region, we should take advantage of resources, energy and labor, and seize the resources, develop border trade, highlight key points and strengthen characteristics. We should seize the strategic opportunity of western development and develop cotton textile, silk, clothing and other special industries.

1. speed up the pformation of resources superiority to industrial advantage.

Xinjiang should make full use of the advantages of cotton resources to further speed up the construction of high quality cotton yarn, cotton and cotton textile production bases; Inner Mongolia, Xinjiang, Ningxia, Qinghai, Gansu and Tibet can develop wool products with advantages of cashmere and wool resources; develop sericulture production in Sichuan, Guangxi, Yunnan and other places, expand cocoon and silk processing, and increase the added value of products; and provinces, such as Sichuan, Yunnan, and so on, can develop cotton textile and clothing industry moderately.

2. develop national art and folk craft special industries.

With the advantages of many ethnic minorities, diverse cultures and rich tourism resources, we will vigorously develop national costume, Tibetan tapestry, Guizhou batik, Jiangnan blue print and other special industries.

3. moderate construction of textile and garment processing zones.

Xinjiang, Tibet, Yunnan, Guangxi and other provinces and autonomous regions should make use of the regional advantages and combine the trade needs of the border areas to build textile and garment processing zones.

(four) speeding up the development of advantageous industries in Northeast China

In Northeast China, we should make full use of the resources of raw materials, industrial foundation and the pformation opportunities of resource exhausted cities, and take the principle of "giving full play to superiority, foothold in upgrading, integrating resources and expanding trade" to respond to the Revitalization Strategy of northeast old industrial base, and speed up the development of superior industries such as chemical fiber, linen, clothing and so on.

1. accelerate the development of advantageous industries.

Heilongjiang should make use of flax resources and processing advantages to further improve the processing level of linen textiles. Liaoning and Jilin should make use of the advantages of chemical industry to enhance the processing capacity and level of acrylic, viscose, carbon fiber and industrial textiles.

2., develop textile and garment industry moderately.

The development of resource efficient cities to develop continuous industries can mainly focus on the construction of parks, and develop labor-intensive industries such as textiles, knitting and clothing.

Dalian, Shenyang, Harbin and other central cities should integrate advantageous resources and develop garment design, brand marketing and other service industries.
