The opinions put forward that the eastern region should guide the shift of textile industry to high-end fields and speed up the pace of industrial upgrading; the central region should take advantage of location, talent and resources to gradually establish and improve the manufacturing system of textile industry; the western region will give full play to the advantages of resources, energy and labor force, and focus on the development of characteristic industries; and the northeast region will accelerate the development of advantageous industries by utilizing the opportunity of pformation of characteristic raw material resources, industrial foundation and resource exhausted cities.
