    100% Air Cargo Inspection Will Be Implemented By August.

    The US Department of Homeland Security Transportation Security Bureau is going to set up a system before August 3, 2010 to check all aircraft pported.

    The pport security bureau has done so in order to fulfil the legal provisions contained in the recommendations of the 911 Committee's 2007 bill.

    The decree stipulates that the target of inspection of 50% air cargo should be achieved by February 3, 2009.

    It is reported that this goal has been achieved.

    The bureau announced in May 2010 that it had reached the level of at least 75% air cargo.

    The remaining 25% is the most difficult type of goods, involving multiple items shipped on pallets or containers, subject to inspection by law.

    In September 16, 2009, a provisional final rule was issued to enact 100% inspection of air cargo provisions into the code.

    This provision applies only to goods loaded in the United States. If the United States aircraft carriers or foreign air carriers are pported to the United States after loading goods outside the United States, they are not subject to specified restrictions, nor are all cargo pportation operations in the United States or foreign countries subject to regulations.

    According to this regulation, the Transport Security Bureau set up the "approved cargo inspection plan" to certify some cargo inspection facilities in the United States. These facilities voluntarily inspect goods before delivery to aircraft carriers.

    Those participating in the approved cargo inspection plan must pay the cost of the security risk assessment by the pport security bureau, and all the approved cargo inspection plans must be approved by the authority's accreditation bodies before they can be certified.


    Indirect air cargo operators who are interested in participating in the approved cargo inspection scheme.

    Manufacturer

    The operators, warehouses, distribution centers and third party logistics providers must submit application forms and supporting documents, certifying that they have proper facilities security plan and sufficient training to obtain the certification of the pport security bureau.

    The Bureau will inspect the facilities to verify compliance.

    A civil punishment may be incurred in violation of the plan or the provisions of the Bureau, with a fine of up to $27500 (air carrier) or $11000 (airport, indirect air carrier, accreditation of goods inspection facilities and individuals).


    The pport safety bureau, in cooperation with foreign governments, hopes to expand the effectiveness of the existing air cargo security measures and work, and persuade other countries to establish similar systems.

    However, the US Government Accountability Office pointed out last year that it is not easy to reach an agreement with foreign governments, because some countries do not agree with the United States on the risk of air cargo safety.
