Gao Yong said that textile industry was the earliest industry affected by the global financial crisis. In the first half of 2008, the textile industry felt some impact. From September, the whole industry market sales declined. But in the whole year, compared with steel, nonferrous metals, building materials and other industries, the textile industry is the least affected industry. This shows that the textile industry is now in a fully and fully market-oriented economy, and the ability of self-regulation is obviously greater than that of other industries. In addition, after 10 years of rapid growth, the textile industry has reached the time of adjustment. The financial crisis has only further accelerated its adjustment. Gao Yong said that the textile machinery is the upstream industry of the textile industry, and the economic performance of the textile machinery industry depends entirely on the demand of the textile industry. The plan pointed out that special projects should be set up in the new central investment, which should focus on technological progress in spinning, weaving, printing and dyeing, chemical fiber and other industries, and promote the industrialization of hi-tech fiber. Gao Yong said there is no doubt that the textile products in these fields will have tremendous opportunities for development, including the promotion of industrial textiles in the planning. Accordingly, industrial textile equipment will also become a new economic growth point in the textile machinery industry.

Gao Yong said that planning to encourage the textile industry to shift labor intensive processing links to cotton and other raw materials rich western central areas, will further promote the demand for textile machinery equipment. He also pointed out that shifting to the Midwest is by no means a spanfer of low level technology and equipment. In recent years, several textile projects that have pioneered in the west, such as the Wanzhou cotton spinning project invested by Ruyi textile group of Shandong, and the Xinjiang cotton spinning project invested by YOUNGOR group, are all advanced compact spinning production lines.

The plan also proposes to speed up the elimination of backward production capacity and formulate and perfect access conditions. Gao Yong said that elimination of backward production capacity would speed up the renewal of equipment, thereby directly promoting the sale of textile machinery equipment, and at the same time sending a message to textile machinery enterprises: textile machinery products which do not meet the requirements of entry will be eliminated from the market.

Gao Yong said that the textile machinery industry will focus on the development of spinning machinery, energy saving, consumption reduction, mechanical and electrical modular modular design of cotton spinning machinery, compact spinning, rotor spinning and parallel twisting new equipment on the basis of 10 sets of projects, electromechanical integration of high-speed rapier loom series, intelligent air-jet loom series, intelligent circular knitting machine, computerized flat knitting machine, high-performance warp knitting machine, differentiated chemical fiber complete sets of equipment, as well as intelligent, on-line detection and control ability of high-quality, high efficiency, environmental protection printing and dyeing complete sets of equipment.

In addition, the textile machinery industry will focus on industrial textiles equipment. Large scale infrastructure construction, which has been spawned by the national 4 trillion yuan investment plan, will greatly stimulate the huge demand for industrial textiles. In the next two years, the textile industry will increase the processing volume of textile fibers from 16% to 18%. This requires that the textile machinery industry must speed up the development of industrial textile equipment. It includes the development of nonwoven equipment, special weaving equipment and industrial textile finishing equipment, focusing on the development of special and high-performance chemical fiber equipment, wide weight shuttleless looms, special industrial looms, circular looms, sewing machines, double axial warp knitting machines, multi axial warp knitting machines, and two component composite spunbonded equipment, thin polypropylene, polyester hot rolling spunbonded flexible production lines, high-speed and wide multi head spinning and melting composite production lines, high speed, line pressure consistent hot rolling mills, high-efficiency needle punching equipment, etc., making the market share of industrial textile machinery products account for more than 30% of the total market share of textile machinery products, forming a new economic growth point of the textile machinery industry.

Improving independent innovation ability

In the planning, we need to improve the autonomy of textile equipment. Gao Yong said: at present, the biggest problem of China's textile machinery industry is still autonomy. innovate Ability is weak. It is only in recent years that we have come to the market of textile machinery independently designed or improved independently, and the concept of brand has not yet mentioned an important position in the textile machinery industry. If textile machinery is used as a means of production rather than consumption data, the role of the brand is not yet crucial, so the ability of independent innovation is weak, but it is very fatal.

Gao Yong said that after the outbreak of the financial crisis, the most influential enterprises were those who lacked the ability of independent innovation. Those with advanced technology and strong independent innovation ability are much stronger in resisting risks. There are many such enterprises. "The main contents of the adjustment and revitalization plan for the equipment manufacturing industry are very targeted, upgrading the technical level of basic parts and components, establishing the risk compensation mechanism for the first set of domestic equipment, and exempting customs and import value-added tax from some key components and raw materials that are indeed necessary to import, all of which have been recommended by enterprises in the past, and this time they have been highly valued." Gao Yong said that the contents of the adjustment and revitalization plan of the equipment manufacturing industry play a positive role in promoting the development of the textile machinery industry.

Gao Yong said that it is a great positive news for the machinery manufacturing industry, including spinning machines, to increase the basic components to the strategic perspective for the first time. All along, the basic components of our country are the bottleneck that restricts the development of the textile machinery industry. Some core components have to rely on imports, so that a large part of the profits of the whole machine are consumed by imported parts, and the domestic equipment loses competitive advantage, which makes it difficult for some key equipment to form industrialization. It is based on this situation that since 2008, the state has decided to take a step forward in the key parts of automatic winder and air-jet loom, exempting customs duties and import value-added tax. Next, for textile machinery industry, the key is to improve the level of autonomy of key parts and equipment.

Gao Yong said that the establishment of the risk compensation mechanism for the first set of equipment will directly improve the procurement of domestic equipment by the customers and stimulate the innovation and development of domestic equipment to a certain extent. At the same time, with this layer of protection, more enterprises will be willing to try products with relatively high prices, such as chemical fibre sets.

Gao Yong said that supporting the backbone of equipment manufacturing enterprises to carry out joint reorganization is very beneficial to the future development of the industry. In recent years, textile machinery enterprises and CNC machine tool enterprises have not only the joint reorganization of the backbone enterprises in China, but also the precedent for the merger of foreign enterprises by domestic enterprises, which is one of the important signs of upgrading the national equipment manufacturing industry. In fact, our acquisition of foreign enterprises has also absorbed its advanced technology and management philosophy. With the introduction of relevant incentive policies, there will be more and more consortium between domestic backbone enterprises and domestic and foreign enterprises in the next few years.

Gao Yong said that the introduction of the textile industry and equipment manufacturing industry's adjustment and revitalization plan has benefited both the upstream textile industry and the textile machinery industry of the machinery manufacturing industry.
