It is understood that at present, the Ministry of commerce is responsible for overseas investment of Chinese enterprises, but it does not cover the environmental protection situation of Chinese enterprises overseas.

The Ministry of environmental protection is responsible for environmental work, but the main jurisdiction is domestic ecological protection.

This has led to some lack of supervision in China's overseas investment.

In recent years, although China's overseas investment has been rising rapidly, some enterprises have not considered the local ecological environment. As a result, investment has been boycotted or defaulted, resulting in heavy losses.

To this end, the Ministry of environmental protection, Planning Institute, Global Environment Institute, China Foreign Economic and trade university and other departments, studied the environmental protection policy of China's foreign investment, and published the book "environmental protection policy of China's foreign investment" in July 8th.

A national Ministry official pointed out that these studies provided policy basis for the state to introduce policies.

Jin Jiaman, environmental protection executive director of the Institute of global environment, told reporters that Chinese enterprises had better make overseas investment with higher environmental standards. If the local economic level is inferior to that of China, they can be demanded by Chinese standards, while developed countries can invest in the environmental requirements stipulated by developed countries.

"If the standards are too low, some developing countries may raise environmental standards in the future, which will make many investments ineffective and cause conflicts."

In recent years, China's overseas investment has been accelerating. However, some enterprises have not paid attention to environmental protection problems, resulting in heavy losses.

China's foreign direct investment is extensive and focuses on resource development and primary manufacturing.

For example, foreign investment in 2008 accounted for 38.8% of the business services sector and 10.4% of the mining industry, mainly for oil and natural gas extraction, non-ferrous metal development and ferrous metal mining.

By the end of 2009, China's total foreign direct investment has exceeded US $220 billion.

However, according to the study, China's foreign investment distribution is extensive, but it is highly concentrated in a few areas, and it does not pay much attention to environmental risks.

There are many cases of investment failure.

In 1995, a forest investment enterprise in Kampuchea signed an agreement with the local government to invest 30 million US dollars for 30 years of exploitation of the local forest.

In 2001, the local government reclaimed the right of forest harvesting on the grounds of environmental problems. In 2005, the right of logging was replaced by forest protection right and planting right.

The company finally had to withdraw, with a loss of $15 million in the initial investment.

"This situation is very common, especially some small and medium enterprises in the border investment, environmental risk is far from being valued."

Jin Jiaman, executive director of environmental protection at the global environment institute, said.

At present, China's overseas investment is accelerating, but there is still no accurate statistics for losses caused by environmental problems.

However, most Chinese enterprises have not implemented international standards, such as the "Equator Principle", which has become a new standard of international project financing by the world's major financial institutions. This guideline requires financial institutions to make comprehensive assessments of the impact of the project on the environment and society when investing in a project, and use financial leverage to promote the project's active role in environmental protection and the harmonious development of the surrounding society. Only the Industrial Bank of China has joined the domestic bank, and other domestic banks have not joined the principle, and their loans to overseas investment of Chinese enterprises are not internationally recognized.

At present, a number of departments are stepping up consultations to prepare guidance on Strengthening China's foreign investment and environmental management.

These draft recommendations indicate that the relevant departments should organize teams to supervise the environmental impact of overseas construction projects from production and production to the use of them, so as to avoid causing serious environmental pollution or ecological damage, and impose varying degrees of punishment on the extent of pollution and damage caused by environmental pollution or ecological damage.

The environmental protection planning department of the Ministry of environmental protection, Ge Cha Zhong, pointed out that the state should pay close attention to the overseas investment behavior of domestic enterprises. For those enterprises with vicious environmental destruction, "blacklist should be established and dealt with."

It is reported that the domestic policy proposals have already suggested that Chinese enterprises' foreign investment or foreign aid strategy and planning should reflect the awareness and requirements of environmental protection.

Foreign investment enterprises should abide by the international conventions and agreements signed by China and their host countries in connection with environmental protection and sustainable development.
