Background
In 1993, with the introduction of the PRC quality control law, China established a quality supervision policy based on supervision and spot checks. This policy plays an indispensable role in ensuring the quality of products and safeguarding the rights and interests of consumers in the process of economic and social development.
However, with the progress of society and the development of economy, the richness of products and the consumption demand of the people have been improved unprecedentedly, which makes the supervision and inspection of the quality of the state mainly confronted with great difficulties.
Especially in the economically underdeveloped areas, due to financial difficulties and other reasons, the supervision and spot check work has not been given special funds support, making the quality supervision work difficult to put in place.
On the one hand, the requirements of the government, enterprises and the masses for the quality of products have been improved unprecedentedly. On the other hand, the local financial resources and other reasons have led to a big problem in the quality supervision system dominated by supervision and spot checks. Under such a large background, various inspection agencies have sprung up like mushrooms.
In a period of time, the emergence of these testing institutions has provided a good meeting point for ensuring government regulation, safeguarding consumers' rights and interests, and improving the quality consciousness of enterprises. It has ensured the quality of products, promoted the steady and healthy development of the society, and avoided the embarrassment of insufficient financial input from the government's quality supervision.
Its essence is an attempt by the state in quality supervision policies, methods and methods. It is hoped that the quality responsibility will be shifted from government supervision, supervision and spot check to enterprises' voluntary entrustment inspection.

Unlike supervision, spot checks and law enforcement inspections, enterprises are independent and voluntary.
With the development and progress of society, people's requirements for products are not only limited to appearance and durability, but also environmental protection, health and energy saving as the main basis for choosing products.
Taking textile and clothing as an example, people's concerns have gradually shifted from the style and durability to the comfort, environmental protection and function of products. The demand for chemical residue and functional testing of fabrics has become more and more intense.
Under the supervision of the government and the social concern, the enterprises want to start from the needs of their own development, and hope to check the quality of the raw materials from the source through the third party commissioned inspection, so as to ensure the safety, environmental protection and reliability of their products.
In addition, with the development of science and technology, new functional fabrics with special properties are emerging. For example, anti-static, hygroscopic, quick drying, antibacterial and deodorant fabrics that are already on the market, a professional third party inspection agency is needed to provide reliable and convincing evidence for the characteristics of the product.
With the development of market economy, commissioned inspection has not only effectively utilized government resources, improved the utilization ratio of instruments and equipment, but also provided strong technical support for enterprises to strengthen quality control, promote R & D and enhance competitiveness of products, and become a means and practice frequently adopted by enterprises to avoid risks in the process of commodity trade, which is an important way of product quality inspection.
In the past few years, the state supervision and spot checks and the supervision and spot checks in Beijing showed that the quality of textile and clothing supervision and spot checks has been greatly improved.
AQSIQ has maintained 350~400 batches of textile and clothing products in recent years, and the pass rate has increased from 73.2% in 2006 to 96.6% in 2008 (excluding the comprehensive qualification rate of product labels). The quality and Technology Supervision Bureau of Beijing city has sampled about 350 kinds of textiles and clothing products in recent years, and the pass rate has increased from 46% in 2005 to 89% in 2009.
Judging from the sampling situation of the state and Beijing, the pass rate of product sampling shows an upward trend in general, showing a synchronous trend with the growth of entrustment inspection, which indicates that the independent commission test has a positive impact on product quality control.
