In the past two months, the Ministry of Commerce has gone to Guangdong and other foreign trade export cities to investigate and understand the relevant situation of processing trade enterprises, providing a basis for the formulation of guiding opinions.

How to balance the trade-offs between the temporary policy and the long-term policy of changing the mode of foreign trade development is one of the difficulties of the current round of structural adjustment.

The trade policy for processing trade, which represents one of the most important directions in the optimization of foreign trade structure, will be the first province to be affected by Guangdong's 40% of the total volume of processing trade.

It is understood that in recent two years, Guangdong has been striving for the initiative of policy adjustment and has become a pilot province for the pformation and upgrading of processing trade.

In the outline of the Pearl River Delta reform and development plan, it is also clear that Guangdong should be built as a demonstration area for the pformation and upgrading of processing trade.

In the first half of this year, the adjustment of processing trade, which had to be shelved temporarily due to the impact of the financial crisis, began to resume gradually in Guangdong Province in the first half of this year.

The 6 cities of Guangzhou, Shenzhen, Dongguan, Foshan, Huizhou and Zhongshan have been designated as pilot cities for processing trade pformation.

As early as the end of 2009, Huang Huahua, governor of Guangdong Province, set a timetable for the pformation and upgrading of processing trade in the province's processing trade pformation and upgrading. In 2012, the processing enterprises with no legal person qualifications were basically pformed into foreign-funded enterprises or other types of enterprises with independent legal persons in 2012. In 2020, they first took the lead in basically realizing the pformation and upgrading of processing trade. The "four improvement" refers to improving the quality of commodities, enhancing the international competitiveness of enterprises, improving the coordination of foreign trade development and improving the participation ability of international trade rules. "Four optimization" refers to optimizing the main body structure, optimizing the commodity structure, optimizing the market structure and optimizing the trade structure; and the "six coordination" includes the promotion of the coordinated development of import and export trade, trade in goods and services, foreign trade and investment, foreign trade and domestic trade, the main bodies of various ownership, and the eastern and Midwest.

Although the first half of the year showed a "smile curve", it is expected that the whole year's foreign trade will show a trend of "before and after".

Especially under the influence of sovereign debt crisis, the growth trend of external demand slowed down in the second half of the year, and the development situation of foreign trade in the latter part was not optimistic.

Under such circumstances, Yao Jian said: "facing the current complex situation, it is very necessary to accelerate the pformation of the mode of foreign trade development and promote the coordinated and sustainable development of foreign trade."

Forced pformation of processing trade

The structural adjustment of foreign trade, especially the pformation of processing trade, can not be avoided.

Since July 15th, under the pressure of emission reduction, the state has abolished the export tax rebates of six categories of "two high and one capital" (high pollution, high energy consumption and resource type), including some steel products, chemical products and non-ferrous metal processing materials.

The commerce ministry officials said that the reduction of the export tax rebate policy also matched the expansion of prohibited catalogue of processing trade.

The six categories of products involved in the tax rebate adjustment will be included in the prohibited catalogue of processing trade, and no longer enjoy preferential treatment of import and export bonded goods, and the time point for this policy is also approaching.

In addition, the pformation of the private capital processing trade enterprises from the low end to the high-end products is the key to the upgrading of processing trade.

Zhang Yansheng, director of the Foreign Economic Research Institute of the development and Reform Commission, said that the survey of Hong Kong, Macao and Taiwan foundry enterprises in the Pearl River Delta found that 20% of the enterprises could successfully complete the pformation, and 20% of the enterprises would be eliminated in the process of pformation. The question is how the remaining 60% enterprises turn?

Li Gang, a researcher at the Ministry of Commerce, thinks that there are always two controversies over whether or not to continue to develop the processing trade itself.

He further stated that processing trade is the production link of pnational corporations in the global layout.

According to strategic planning, we should put more dominion in our own hands, we must pform and upgrade it, and increase the proportion of general trade.

Predictably, this will be a long process.

From the perspective of people's livelihood, processing trade directly absorbs tens of millions of people's employment, and the adjustment of this policy is prudent.
