At the same time, we should actively promote the advanced water-saving measures in the man-made fiber industry, and reuse the technology of water reuse and strictly implement the sewage discharge standards of the state and autonomous regions.

At present, the water consumption of tons of pulp has dropped from 90 tons ~110 tons in 2005 to 60 tons ~70 tons, greatly improving the utilization rate of water.

Since entering the "11th Five-Year", by accelerating the application of advanced technology and equipment at home and abroad, the level of equipment has also increased significantly as the capacity has increased.

The overall technology level of the whole industry has significantly improved.

A number of preferential policies were introduced by various states, counties and cities, attracting a group of powerful textile enterprises to invest in Xinjiang.

Since 2006, investment has attracted more than 1 billion 200 million yuan a year. Since 2008, it has reached 2 billion yuan ~28 billion yuan, accounting for more than 60% of the fixed assets investment of the textile industry in that year.

At present, there are 28 famous enterprises investing and starting business in Xinjiang, twice as many as before "fifteen".

Among them, the national textile top 500 enterprises account for 17, has become a new force to promote the development of the industry and local economic growth.

At home and abroad, excellent and strong enterprises came to Xinjiang to reorganize and newly built cotton textile projects to scale up to 2 million 500 thousand spindles, accounting for 63% of the total industry scale.

Most of the enterprises that invest and develop in Xinjiang are domestic and foreign textile and garment processing enterprises. They move the industrial chain to Xinjiang and establish cotton processing and spinning and weaving production lines in Xinjiang. They promote the structural adjustment and industrial upgrading of Xinjiang textile industry, greatly enhance the competitiveness of Xinjiang's textile industry, and make significant contributions to increasing employment, promoting the pfer of rural labor force and enhancing the competitiveness of enterprises.

A number of powerful textile enterprises in Xinjiang have also grown rapidly, such as Tianshan cotton textile (Group) company, Hami Concord textile company, Bazhou tachang company, Kuitun Jinye textile enterprise and so on.

By actively giving full play to regional advantages and resource advantages, efforts should be made to focus on the development and production capacity of industrial clusters to the dominant enterprises. In accordance with the requirements of reasonable layout, key points, step by step implementation, high starting point and high level, the textile industry should be mainly supported in Wuchang, Korla, Yuli, Akesu, alar, Shihezi Kuitun and Kashi.

The production scale of these five textile industrial zones accounted for more than 75% of the total capacity of Xinjiang, and the development momentum was good.

In recent years, the cotton textile industry in Shihezi has developed rapidly and has become a pillar industry and characteristic industry.

Shihezi has obvious resource advantages in developing the cotton textile industry. In order to extend the cotton industry chain and increase the added value, Shihezi has formulated preferential policies for the development of the textile industry and encouraged mainland enterprises to invest in this development, attracting a number of well-known textile enterprises at home and abroad, such as Jiangsu Huafang group, Zhejiang Huafu holding company, Xiong Feng Group, Hongsheng group, Zhongsheng company, Saudi Arabia, and so on, which has promoted the continuous expansion of the scale of the cotton textile industry and the upgrading of its grades.

By the end of 2009, the scale of Shihezi's cotton spinning had reached 1 million 500 thousand spindles, and the air spun 18 thousand spindles. The cluster effect appeared gradually and became the largest cotton spinning industry base in Western China and the leader of Xinjiang's industrial park.

Shihezi will also add more than 500 thousand spindles of cotton spinning this year, and the cotton spinning capacity will exceed 2 million at the end of the year.
