Linyi Garment Enterprises Suffer From "Shortage Of Recruitment"

Some workers are anxious because they can not find jobs, while some enterprises are worried about not getting workers. Reporters recently interviewed a number of garment manufacturers in Linyi, and found that many factories were forced to stop production because they could not recruit garment workers. As a labor-intensive industry, garment manufacturing industry needs a large number of skilled production workers in the daily production and operation process, and the difficulty of recruitment has become a bottleneck restricting the development of garment enterprises.

Garment enterprises encounter " Recruitment shortage "

Reporters visited several garment manufacturers in Linyi, and found that many machines were idle due to the shortage of machinists. Some orders were forced to be transferred to other factories.

A logo garment production in Hedong District Manufactor The reporter saw that there were about 30 sewing machines left unused by the workers. The boss here told reporters that the products in the factory are not worried about the market, but they are worried that no one will do it. Many of them can not be returned because they can't do it. Now invite one. sewing The workers are simply too difficult. Recalling the scene of recruitment more than 20 years ago, the boss said with emotion: "when the enterprise was founded just over 20 years ago, if the workers wanted to work in the factory, they even need to give gifts and support relations. What is the situation now? Not only do we have to give welfare to workers, but also send cars to send workers home. After the Spring Festival, we will also take gifts to the workers' home. When we start, we will send the handlebars to the factory again. Even so, it's still hard for me to recruit workers. You see, we originally had three production lines in the factory, and now only two have been opened.

A garment enterprise in the hi tech Zone is almost the same as that in Hedong District. Idle machines account for almost 1/3 of the total number of machines. The boss told reporters that the wages of the workers doubled now, and the work environment in the factory was much better than before. The workshop has already installed air conditioning and heating, but the workers are still not good at recruiting. "At that time, we went to the surrounding counties and villages every day, looking at the old staff, and then contacted the new employees. Last year, we had eaten this loss. After the second half of this year, a number of old workers in the factory went off, resulting in a pipeline being shut down. As the business in the second half of last year was very good, we received about 700 orders per day. But because of the shortage of workers, our factory can produce up to 400 units per day, so many orders can not be delivered on time. In order to retain workers this year, we signed contracts with workers, signed a one year contract award washing machine, signed a two year contract award fridge, and assigned all the team leaders to the factory, and prepared to pay dividends to employees according to their performance at the end of the year, hoping to retain workers.

Internal and external troubles lead to "shortage of recruitment"

The reporter interviewed the owners of several garment factories in this city. Most of them believed that the dual role of internal and external causes made it difficult for garment manufacturers in our city to recruit workers.

What is the internal cause of recruitment difficulties for garment enterprises? First, the intensity of labor is too large. Clothing enterprises belong to labor-intensive industries, mainly rely on manual completion of enterprise production, labor intensity is higher than other industries. According to the boss of a garment production enterprise in Lanshan District, the labor time of the workers in garment manufacturing enterprises is about 12 hours per day, and the working hours in the peak season are even longer. Overtime has become the "hidden rules" of the garment manufacturing industry.

Next is the clothing enterprise staff's treatment is low. At present, the remuneration of skilled workers in most garment manufacturing enterprises in our city is around 1500 yuan. Many workers believe that such pay is still relatively low relative to their work. Although some enterprises with relatively good benefits are relatively high wages, such enterprises are still in the minority in our city. A business owner told reporters that with the current operating conditions in the factory, it could not afford to pay too much wages. Three years ago, the price of a garment was about 5 yuan. Now it has risen to more than 8 yuan, and the factory price has gone up less than 3 yuan. In recent years, with the price of raw materials rising, the profit of the factory has been very low, so it is impossible to raise wages for the workers again.

Moreover, the employment environment of some garment enterprises is worse than that of other industries. At present, many garment enterprises have poor hardware facilities and lack necessary summer heating and heating facilities. The reporter saw in a workshop of a clothing enterprise that the windows were ventilated and fans cooled down to the workshop, and the workers in the workshop were sweating. The living environment of the enterprise is almost the same as that of the workshop. There are 4 bunk beds in a ten square meter dorm, and the employees can only rely on the electric fan to cool down.

There are two main reasons for the difficulty of recruiting workers in garment enterprises. First is the increase in employment. With the development of the economy, more and more jobs are offered in the society. Moreover, these jobs are characterized by low technical requirements, short working hours and low labor intensity, attracting a large number of young people to work. Reporters visited several supermarkets and restaurants in the city and found many young people working here. The reporter interviewed Xiao Liu who worked in a supermarket. She told reporters that many people in their village had worked in the clothing factory before, but now the young people in the village are no longer willing to work in the garment factory. They are tired of working in the clothing factory, and they do not want to eat this bitterness. Xiao Zhang, who worked with Xiao Liu in the same supermarket, told reporters that he had worked in the clothing factory before, but the enterprise had relatively high technical requirements. He went there for 2 months, and because of his unskilled technology and less work, he didn't make any money, so he went to work in the supermarket. Although there are not many money in the supermarket, but the income is relatively stable, and the environment is also good. Reporters interviewed in the labor market of Lanshan District found that many young people who came to find jobs interviewed reporters several times and asked if they had any experience in the clothing industry.

The outflow of workers is also an important reason for the difficulty of recruitment in garment enterprises in our city. Although the clothing enterprises in our city have a large demand for employment, practitioners are losing their jobs outside the province. It is understood that several county towns under the jurisdiction of Linyi have exported a large number of sewing workers to the southern and Jiaodong provinces of this province. The output direction of Cangshan and Tancheng is mainly Zhejiang, Jiangsu and Shanghai, and Yinan, Yishui and Junan are mainly exported to Jiaodong. The reporter interviewed a Tancheng worker in a clothing factory in Lanshan district. According to her introduction, her village only had nearly 100 workers working in Michelle's clothing in Shanghai. After the end of the year, Michelle would send buses to the village to pick up workers. The boss of a clothing enterprise told reporters that most of the young and middle-aged laborers in the countryside were very serious in their psychology. They thought that "the moon outside is more round," and "peacock sparrows fly southeast". But what about the treatment of working outside? The reporter interviewed a worker who worked in the south in a clothing company. She told reporters that he had worked in a children's clothing enterprise in Huzhou, Zhejiang, and earned about 2000 yuan a month. But when they work there, they do not eat and live in the factory. The local consumption level is also high, and the daily expenses are relatively large. They can not save much money in a month. Working in the factory now, with a monthly wage of one thousand seven or eight, compared with the south, although it is several hundred yuan less, it is now cheaper to eat and live in the factory, so it will save more money than in the south.

Government and enterprises jointly crack down on recruitment shortage

With the progress of society and the development of economy, labor intensive enterprises like garment manufacturing will be more and more difficult to recruit. How to solve the difficulty of recruiting workers? The ability to rely solely on the enterprise or the government can not be solved. Joint efforts of the government and enterprises are the most effective way to solve the difficulty of recruiting workers.

The municipal government departments can set up pilot organizations in the clothing workers' export counties to set up intermediary agencies led by the labor department, and transfer sewing workers to garment enterprises by intermediary agencies. The intermediary organizations can conduct preliminary inspection and select some garment manufacturing enterprises with large scale, good working environment and high wages to establish cooperative relations, and garment manufacturers and workers will sign agreements with intermediary agencies respectively. Meanwhile, garment manufacturers should pay certain margin to intermediaries to ensure that intermediaries can maintain the legitimate rights and interests of workers when disputes occur between enterprises and workers. On the one hand, the implementation of such measures can solve the problem of large outflow of clothing workers in our city. On the other hand, the local employment of migrant workers is also convenient for local government departments to manage these people.

The labor department can set up a sewing mechanic class funded by garment enterprises in the technical school. The technical school will recruit directional students. The enterprise will bear the cost of the semester for the trainees. The enterprise and the trainees will sign the employment contract and enter the orientation business after the graduates have graduated. The reporter consulted the relevant staff of Linyi Labor Bureau technical engineering department, they told reporters that at present, only Junan County Technical School opened a two-year clothing training class. As far as they know, the students of the training class can basically go to the garment factory after graduation, and are very popular. According to Li County headmaster of Junan technical school, at present, the demand for garment workers is very large. There are about 60 graduates in the school this year. The mode of enterprise oriented training is adopted. After graduation, students stayed part of the local clothing enterprises, and there was a work of clothing enterprises assigned to Qingdao.

At the same time, the garment manufacturers in our city should change their development ideas. The era of winning at a low price is gone forever. Paying attention to brand building and improving the visibility of products is the source of corporate profits. If enterprises are rich, they can give workers better benefits and improve their employment environment. Only in this way can they really retain workers. The clothing manufacturing industry in Linyi first appeared in the early 80s of last century. After nearly 30 years of development, only a few brands such as Western-style clothes, Han Yulai, Tianma and so on have really emerged in Linyi's local clothing enterprises. Quite a few family workshop style clothing enterprises have been sticking to the management concept of more than 20 years ago. These enterprises do not actively develop their own brands, and some enterprises even do not have their own brands. Without a brand that can be called, there is no way to talk about the development of enterprises.

The reporter interviewed a Li boss who had been engaged in clothing business for many years in the wholesale market. According to him, he took his father's class, and his father entered the garment processing industry more than 20 years ago. At that time, his father was a pioneer of the clothing industry in Linyi, but after more than 20 years, he still did not jump out of his father's business mode. The company has not created its own brand up to now, and its profit in producing a garment is only 2 yuan. After so many years, there are only ten workers in the family. Although they are hungry, they haven't made much money. He felt that he could earn such a sum of money in a year. If he went to talk about improving the treatment of workers, it would be impossible.

Li boss's business is a true portrayal of a large number of garment manufacturing enterprises in Linyi. The real clothing enterprises in Linyi are the result of brand cultivation for many years. Only by attaching importance to product quality and brand building, can enterprises have the bottom line to improve the price of products, and the profit margins of enterprises will also increase, so that enterprises can have the strength to improve their hardware facilities and improve their wages. Correspondingly, the popularity of enterprises has gone up, welfare benefits have been raised, and recruitment difficulty has been reduced correspondingly.
