Hunan Textile First Pays Attention To Innovation And Realizes Economic Pformation

This year is the last year to implement the "11th Five-Year" development plan.

The "11th Five-Year" development target established by Hunan textile industry is: the annual increment of industrial added value is 20%, the gross output value of industry is increased by 20% annually, the profit is increased by 18% annually, the annual growth of taxes is 20%, the total volume of development is 4 million cotton spindles, 200 thousand spindles of ramie spinning, 40 thousand looms, 700 thousand tons of cotton yarn, 600 million meters of cloth, 300 million pieces of clothing, and the industrial added value of 2010 is 16 billion 500 million yuan.

The economic data of the first 4 years of 11th Five-Year show that the industrial added value of Hunan's textile industry has been increased by 23.8% annually, the total industrial output value has increased by 25.8% annually, the sales revenue has increased by 26.8% annually, the profit has increased by 30.6% annually, and the annual average tax growth has been 36.09%, far exceeding the target value of the 11th Five-Year plan.

By the end of 2009, the total volume of Hunan's textile scale had reached 4 million spindles, ramie spinning 168 thousand and 600 spindles, looms more than 40 thousand sets, yarn production 650 thousand tons, cloth 486 million meters, clothing 173 million sets, ramie yarn 9543 tons.

Most of these indicators are close to the 11th Five-Year target.

In the 1~5 months of this year, 494 Textile Enterprises above Designated Size completed 21 billion 500 million yuan of industrial gross output value, ranking fourteenth in the national counterparts, an increase of 31.28% over the same period last year; the sales value of 21 billion 100 million yuan, up 28.59% compared to the same period last year; in the six largest sub sectors, the production and sales of garments increased by 31.1% and 25.66% compared with that of the previous year; the production and sales of cotton textiles increased by 24.14% and 22.98%;

The main business revenue of the whole industry was 20 billion 600 million yuan, an increase of 37.53% over the previous year, 996 million yuan in profits and taxes, an increase of 35.33%, with a profit of 500 million yuan, an increase of 59.52%.

From this we can see that the profitability of enterprises is generally enhanced, and the quality and speed of economic operation are better than expected.

Further optimization of industrial structure

First, the effect of industrial agglomeration is prominent.

Since 11th Five-Year, after several years of cultivation and development, the degree of agglomeration of Hunan's textile industry has gradually increased, forming a group of textile and garment industrial clusters and industrial bases with strong industrial agglomeration effect and industry driving effect.

During the "11th Five-Year" period, a number of private backbone enterprises suddenly appeared.

For example, Hunan Dongxin group has developed into a large textile leading enterprise with 650 thousand spindles, 5000 tablecloths, and an annual output value of more than 1 billion yuan. The two enterprises of Huasheng Group and Meng Jie home textile have been listed successfully, and the high-end products developed by them have dominated the high-end market in Europe and America.

The four clothing enterprises of San de Xi, unforgettable, police and Golden Eagle have entered the "top 100" of the national garment enterprises.

These backbone enterprises not only play a leading role in the local industrial agglomeration, but also have a strong ability to resist risks, seize opportunities in the global financial turmoil and go against the trend, thus promoting the pformation and upgrading of the textile industry.

Three is project construction to promote industrial upgrading.

In 2006~2009, Hunan textile technology pformation increased by an average of 38.22% per year, speeding up the structural optimization process of enterprises in terms of technology level, equipment level and product grade.

For example, Changde Yun Mian Group invested 600 million yuan to build the Yunnan brocade Textile Industrial Park, all of which used advanced equipment such as compact spinning, automatic winding machine and new air-jet loom. In the 1~5 months of this year, Hunan textile enterprises completed an investment of 2 billion 950 million yuan, an increase of 21.29% over the previous year, 287 construction projects, an increase of 87.58% over the previous year, 95 new projects, an increase of 46.15% over the previous year, and 132 completion projects, an increase of 325.81% over the same period.

These projects are mainly high-tech, energy saving, low carbon and environmental protection, optimize the industrial structure, improve efficiency, and add a new economic growth point for Hunan's textile industry.

Highlights of independent innovation

During the "11th Five-Year" period, Hunan textile made it a top priority to enhance the capability of independent innovation of enterprises. Hunan Textile Science and technology innovation highlights many times.

First, we accelerated the construction of enterprise's technological innovation system and innovation platform.

Since 11th Five-Year, 1 new state-level enterprise technology centers, 1 post doctoral workstations and 10 provincial technology centers have been installed in the textile and garment industry of Hunan. These technological centers jointly constructed by enterprises and research institutes and institutions of higher learning have become the research center and innovation platform for independent innovation of enterprises.

Two, we should continue to promote scientific and technological research in key areas, vigorously promote the joint efforts of enterprises and research institutes, and speed up the pformation of scientific research achievements.

The key technology subject of "super high ramie fabric processing", which was undertaken by Huasheng Dongting hemp industry in the 11th Five-Year National Science and technology support program, has passed the national appraisal.

The key technology research and development project of super high strength polyvinyl alcohol fiber (VF-6 special), which is undertaken by Hunan and Hunan, is accepted by Hunan Provincial Science and technology department.

The project of "gelatin spinning high strength high modulus polyethylene fiber and its continuous weft free manufacturing technology industrialization application technology" jointly developed by China and Thailand special equipment company and Donghua University has won the two prize of national science and technology progress in 2009.

The key technology and industrialization of comfort and super thin ramie fabric project jointly developed by Dongting hemp and Donghua University was awarded the first prize of science and technology progress of China Textile Industry Association in 2009.

In the first 4 years of 11th Five-Year, Hunan textile achieved more than 300 scientific research achievements, and developed more than 500 new products. Through R & D and innovation, it promoted the industrial chain to extend to three high technologies (high technology, high quality and high added value), and the product grade and efficiency of enterprises increased obviously.

In 2009, the province's Enterprises above Designated Size realized new product output value of 2 billion 7 million yuan, an increase of 127.07% over the same period last year.

Brand strategy has achieved initial success.

During the "11th Five-Year" period, Hunan intensified its efforts to build its own brand.

In 2008, the Hunan textile industry office and the provincial quality and Technology Supervision Bureau and other departments jointly formulated the "three year rolling plan for brand creation", which guided enterprises to strengthen basic management and implement brand strategy, striving to create famous brands in China, well-known trademarks in China, famous brands in Hunan, Hunan famous trademarks, and export enterprises striving for Chinese export brands and Hunan export brands.

In 2009, 16 textile enterprises declared the famous brand products in Hunan, of which 12 were identified as Hunan brands, and goodnight home textiles were recognized as well-known trademarks in China.

In the past two years, the brand yarns of yarns and grey fabrics which had not paid much attention to the brand were also implemented. In the past two years, Dongxin, Yun Jin, Jie Xin, Dongting, Longyuan, Baoli, Jian Hui, and Yitai were awarded the brand names of Hunan. Pat, Shenzhou, Longyuan and Baoli were awarded the export brand names of Hunan.

In addition, 12 enterprises such as Huacheng textile were awarded the title of "leading enterprise of Hunan agricultural industrialization (Textile) deep processing". Guangyuan Ma industry was awarded the title of "leading enterprise of national agricultural industrialization".

During the "11th Five-Year" period, Hunan textile added 2 Chinese brands, 7 well-known trademarks in China, 20 famous brands in Hunan, 22 famous trademarks in Hunan, and 7 famous export brands in Hunan.

With the increasing popularity and reputation of famous brand products, the business value of famous brand products has also improved significantly.
