Recently, the technical committee of the national footwear Standardization Committee answered the letter on the issue of standard defects caused by the abolition of the original inspection standards of the vulcanized cloth shoes in Yishui County, Shandong province. It was confirmed that under the condition that the new standard did not come out, the original technical standard "testing standard for vulcanized cloth shoes" (FZ82001-1991) could continue to be used as a reference standard for the inspection work, so that the problems that currently plagued the inspection of vulcanized cloth shoes could be solved in time.

Yishui County of Shandong province is a famous production base of vulcanized cloth shoes. The industrial production of cloth shoes has more than 20 years of history. It produces about two hundred million pairs of cloth shoes every year, and its output value is nearly 1 billion yuan. The products not only sell well in the domestic market, but also exported to the international markets such as Russia, the United States and Canada, and have the reputation of "China shoe shoe city".

In order to support the healthy development of the local leading industry, Yishui Quality Supervision Bureau has always attached great importance to the quality control of cloth shoes products. Every year, we need to conduct spot checks on the products of key cloth shoes enterprises.

However, since August 2009, the standard FZ82001-1991 of the original vulcanized cloth shoes has been abolished, and the new alternative standard has not yet been published.

This problem has caused great trouble to the quality supervision of the local vulcanized cloth shoe products.

Because in accordance with the relevant regulations, in the absence of standards, technical institutions can only produce inspection data for the relevant products, but the quality certificate report of the quality of the products can not be issued.

Many manufacturers of cloth shoes products in the sales process because of the failure to provide quality inspection report has caused a lot of trouble, so that the development of local shoe industry has been affected.

In order to solve this problem, the Yishui product quality supervision and inspection institute specially sent a consultation letter to the national footwear Standardization Technical Committee, and asked for instructions on the inspection standards of the vulcanized cloth shoes.

The national footwear Standardization Technical Committee replied soon.

Reply: "as the standard of" cloth shoes "was reported to the standard project plan in 2009 at the end of 2008, the standard plan will replace the standard of FZ820 (L 1)" vulcanized cloth shoes "in the examination and approval. Therefore, FZ82001 1991 will be abolished in 2009 August. However, due to the reasons of species, the situation of the abolition of the standard of FZ82001 1991" vulcanized cloth shoes "will be abolished in the absence of new standards.

My bid committee recommends that we can continue to implement the standard of Fz82001 1991 "vulcanized cloth shoes" until the new standard is issued and implemented.

According to Qi Xiaoxia, Secretary General of the Secretariat of the national shoe Standardization Technical Committee, the standard setting needs a time cycle, and there are some subjective and objective factors in the standard clearance and approval work. Therefore, there is a problem of replacement of the old and new standards. The shoes committee will coordinate and speed up the establishment of the new standards according to its own functions. Before the introduction of the new standard, the local technical institutions can still refer to the original FZ82001-1991 standard for the quality inspection of the vulcanized cloth shoes, and the reply of the shoe Standard Committee to the Yishui product quality supervision and inspection office can serve as the basis for the validity of this standard problem.
