In order to further strengthen the management of special subsidy funds for small businesses, conscientiously do a good job in closing down backward small businesses, speed up energy conservation and emission reduction, eliminate backward production capacity, and promote industrial structure adjustment and optimization and upgrading, the Ministry of finance, Ministry of industry and information technology has revised and formulated the "central financial management measures for the closure of small enterprises subsidy funds" (hereinafter referred to as the "management measures"), which is now printed and distributed to you. Article 1 in order to give full play to the role of the central government in closing the subsidy funds for small enterprises, to promote industrial structure adjustment and optimization and upgrading, to save resources and energy, and to improve the efficiency of the use of financial funds, these measures are formulated in accordance with relevant laws and regulations of the state and industrial policies.
The second "closed small businesses" as mentioned in these Measures refers to the administrative closures imposed by local governments on various types of small businesses, such as excess capacity, waste of energy and resources, environmental pollution, outstanding safety risks and unreasonable layout, according to relevant state laws and regulations and industrial policies.
The third subsidy scope and key points for closing the subsidy funds for small businesses will be determined and adjusted in time by the Ministry of industry and information technology and the Ministry of Finance in accordance with the national macroeconomic regulation and control objectives and industrial policies.
The fourth departments of industry and information technology at the provincial level (including cities with separate plans) jointly report to the Ministry of industry and information technology and the Ministry of Finance on the annual plan of closing small businesses in the region.
The central government will give appropriate subsidies (incentives) to the small businesses that are closed during the plan.
The second chapter is the use and distribution of funds.
The fifth subsidy fund for closing small businesses is mainly used to close down the expenses for the placement of employees.
According to the actual progress of the closure of small businesses, the balance of subsidy funds can be pferred to the next year.
According to the principle of "emphases, openness and pparency, and ensuring effectiveness", the sixth subsidy funds for small businesses are allocated to the actual number of small and medium-sized enterprises, such as the number of relocated employees and regional differences.
Subsidy standard: the amount of subsidy for closed small businesses that meets the requirements is: "the number of employees in the enterprise (people) * the prefecture level city, the average wage of the employees in the previous year (yuan / year) * subsidy coefficient.
The subsidy coefficient is comprehensively determined according to the budgetary arrangement of the central financial year and the number of employees involved in the closure of small businesses.
For national poverty counties (cities), the subsidy coefficient is appropriately raised.
The seventh subsidy fund for closing small businesses is allocated to the provincial finance department by the central government.
The provincial finance departments, together with the competent departments of industry and informatization, formulate specific capital utilization plans and organize their implementation, and timely release funds to the enterprises concerned.
The third chapter is closing plan and audit.
The eighth Ministry of industry and information technology (hereinafter referred to as the Ministry of industry and information technology) decided on the task of closing down small businesses next year at the beginning of each year according to the requirements of the state to promote energy conservation and emission reduction, eliminate backward, curb overcapacity in some industries, and promote industrial restructuring and upgrading.
The ninth provincial departments of industry and information technology, in accordance with the annual tasks and priorities identified by the Ministry of industry and information technology, together with the financial departments at the same level, combined with the local realities, determine the objectives of the small businesses in the region, and implement them to specific enterprises, and compile annual plans for the local closure of small enterprises.
The tenth provincial departments of industry and information technology, together with the finance department, jointly submit to the Ministry of industry and information technology and the Ministry of finance the next annual closure plan for small businesses before April 30th each year.

(two) legal approval (approval, filing) and registration procedures of small business projects;
(three) a copy of the business license and tax registration of the enterprise;
(four) other supporting materials.

The eleventh Ministry of industry and information technology and the Ministry of Finance organized the audit of the annual closed down small business plan.
After examining and approving the list of closed small businesses that meet the requirements of the central financial subsidy, the two ministries and commissions jointly issued the provincial industrial and informatization departments and the financial departments before the end of June.
The twelfth provincial departments of industry and information technology, together with the financial departments, conscientiously organize the implementation of the annual closed small business plan approved by the audit.
The fourth chapter is capital application and audit.
The thirteenth provincial departments of finance, together with the departments responsible for Industry and information, should submit to the Ministry of finance, Ministry of industry and information, in September 30th, the application documents for closing the subsidy funds for small businesses in batches before the end of each year.
The application documents should specify the implementation process, effectiveness, problems and suggestions.
The Ministry of Finance and the Ministry of industry and information technology have examined the capital application documents in batches in various regions. The Ministry of industry and information technology is responsible for examining the implementation of the closure of small businesses and putting forward proposals for financial assistance.
Fourteenth applications for annual closure of subsidy funds for small businesses are required.
(1) closing table and summary table of small businesses (schedules 2 and 3);
(two) close the list of workers who have signed labor contracts with small enterprises (Schedule 4).
(three) close documents and other supporting materials issued by local industries and information departments.
(four) the certifying material of the original production and operation license (business license, tax registration certificate, production license, etc.).

(seven) documents of national poverty-stricken counties (cities);
(eight) other materials that need to be explained.
The fourth chapter is supervision and management.
Fifteenth, the departments responsible for Industry and information are responsible for the authenticity of the annual plans and implementation of the closure of small businesses reported. The financial departments should strengthen the management of funds and ensure the standardization, safety and effectiveness of the use of financial funds.
Sixteenth offices of the Ministry of industry and information technology, the Ministry of Finance and the Ministry of Finance shall be inspected by the Ombudsman office in various localities according to the objectives of the closure of small enterprises and the utilization of subsidy funds.
Found that fraud, failure to complete the closing task, false reporting, interception, misappropriation of financial funds or other irregularities should be recovered and dealt with according to the law.
Fifth chapter supplementary provisions
The seventeenth measures shall be implemented from the date of promulgation. The Ministry of Finance notified the Ministry of Finance on Issuing the administrative measures for the special subsidy fund for the closure of small businesses by the central government ([2006]339).
