Zeng Ling, a lawyer at Qin Xian law firm in Xiamen, said that the law on Guarding State secrets stipulates the obligation of protecting state secrets. All state organs, armed forces, political parties, social organizations, enterprises and institutions and citizens have the obligation to keep state secrets.

The conservative state secrets law makes specific provisions on classified information system management and state secret carrier management through enumeration.

The law on Guarding State secrets proposes that organs and units should strengthen the management of classified information systems, and no organization or individual shall have the following acts:

The secret related computers and classified storage devices are connected to the Internet and other public information networks. Under the absence of protective measures, information exchanges between secret information systems and the Internet and other public information networks are carried out; non secret computers and non classified storage devices are used to store and process state secret information; unauthorized unloading and modification of security technology procedures and management procedures for secret information systems are carried out; the secret computers and secret storage devices that are not used for safety treatment are donated, sold, discarded or converted to other uses.

In the management of state secret carriers, the law on Guarding State secrets proposes that organs and units should strengthen the management of state secret carriers, and no organization or individual shall have the following acts:

Illegally obtaining and holding state secrets carriers; selling, pferring or secretly destroying state secret carriers; pmitting state secrets carriers through channels such as ordinary postal services and express delivery; sending and pporting countries;

The law on Guarding State secrets stipulates that it is prohibited to illegally copy, record and store state secrets, and prohibit the pmission of state secrets in wired and wireless communications on the Internet or other public information networks or in the absence of confidential measures; and prohibits state secrets involved in private communications and communications.
