National Development And Reform Commission: Import And Export Tariff Quotas For Grain And Cotton In 2011
The national development and Reform Commission released 30 grain in 2011. Cotton import The amount of tariff quotas, the conditions of application and the principle of distribution are 9 million 636 thousand tons of wheat, 7 million 200 thousand tons of corn, 5 million 320 thousand tons of rice and 894 thousand tons of cotton.
According to the announcement of the development and Reform Commission, the proportion of grain trade and cotton import tariff quotas in 2011 was 90%, 60%, 50% and 33% respectively.
The notice points out that importing the above agricultural products through general trade, processing trade, barter trade, border trade, aid, donation and other trade means all have to apply for import tariff quotas of agricultural products, and go through customs formalities with the import tariff quota certificate of agricultural products.
Products imported from abroad into bonded warehouses, bonded areas and export processing zones shall be exempted from applying for import tariff quota certificates for agricultural products.

The basic conditions for quota applicants are: registration before the State Administration for Industry and Commerce before October 1, 2010 (a copy of the business license of an enterprise legal person) is required; there is good financial status and tax records (required to provide relevant information in 2009 and 2010); there is no record of violations in customs, industry and commerce, taxation, inspection and Quarantine from 2008 to 2010; in the 2009, the annual inspection of enterprises is qualified; there is no violation of the Interim Measures Governing the import tariff quota of agricultural products.
The announcement also clarified the other conditions that the applicants for the import tariff quota of the above agricultural products must comply with, stipulate that the import tariff quota application time for grain and cotton in 2011 is from October 15 to 30, 2010.

Authorized agencies receive or download the import tariff quota application form from the website of the development and Reform Commission.
The development and Reform Commission allocated the tariff quota of agricultural products to end-users by authorized agencies before January 1, 2011.
