Shandong Yantai Announces Talent Report: More Than 430 Thousand Talents Shortage

Yesterday, the Yantai talent work conference was held and the Yantai talent report was published for the first time.
According to the report, by the end of 2009, the total number of talents in the city had reached 1 million 362 thousand, an increase of nearly 1 times compared with the end of 2004, of which 1200 and 12 thousand were doctorate and master's degree respectively. By 2015, the total demand for human resources in Yantai is 1 million 800 thousand, and there will be more than 430 thousand people.

Wujiang, director of the Research Institute, said that while ensuring the scale, talent building should also form a competitive advantage for talents, and gather scarce talents in key areas and key industries of local economy, so as to ensure the future competitiveness of the city.
The contribution rate of talent economy is 50%.
According to statistics, during the period of "fifteen", the total economic volume of the city doubled, from 163 billion 900 million yuan to 372 billion 800 million yuan, and the contribution rate of talent capital in economic growth reached 50%.
Take the high-tech industry as an example, in 2009, the output value of the new and high technology industry reached 377 billion 110 million yuan, 3.37 times that of 2005, accounting for 41.96% of the total industrial output value above scale, and 13.4 percentage points higher than that of 2005.
Among them, in the 14 provincial-level parks above the city, more than 50% of the city's above scale enterprises, more than 80% of high-tech enterprises, 85% of the world's top 500 enterprises to invest in Yantai and many scientific research institutes are concentrated.
High quality scientific and technological personnel have created more than 60% of the city's high and new technology industry output value.
"Blue talent" gap exceeds 170 thousand people
At present, the manufacturing industry has become the most advantageous field of Yantai's economy, and has formed four pillar industries, including machinery manufacturing, electronic information, gold and food processing. Manufacturing has also become a key area for Yantai to gather talents.
The report pointed out that as of the end of 2009, the total number of talents in the four pillar industries of machinery manufacturing, electronic information, gold and food processing reached 125 thousand, 105 thousand, 30 thousand and 90 thousand respectively, and basically formed a high talent pool integrating development, management and skilled talents.
Although Yantai's manufacturing talents increased by 32% compared with 2004, and the growth rate of marine economic talents reached 26.2%, it laid a foundation for promoting the expansion of manufacturing industry and the development of blue economy.
However, with the implementation of the three major driving strategies of the Blue Economic Zone, the high-end industrial gathering area and the efficient ecological zone, the contradiction between the relative shortage of talent resources in Yantai will still be very prominent.

Animation talent gap of 11 thousand people
From the perspective of talent industry structure, as of the end of 2009, the number of talents in the city's first, second and third industries reached 194 thousand, 592 thousand and 576 thousand respectively, and the ratio was adjusted from 20.6:42:37.4 in 2004 to 14.2:43.5:42.3.
The proportion of three talents increased by 5 percentage points compared with that in 2004, which effectively promoted the development of the third industry in the whole city.
However, in the three industries of Yantai, the second production accounts for more than 60% of the total economic output, while the service industry is still less than 32%.
According to the plan, by the year 2015, the three industrial structure will be adjusted to 5:55:40, and the proportion of service industry will be increased by more than 8 percentage points. The total number and proportion of service industry talents will be greatly improved.
At present, less than 43% of Yantai's non-agricultural labor force is employed in the service industry, especially the lack of talents in the high-end service industry, which restricts the development of modern service industry in Yantai.
Among them, only the animation and service outsourcing talents gap reached 11 thousand and 24 thousand respectively.
"Flexible flow" to attract superior talents
According to the preliminary determination, during the "12th Five-Year" period, the GDP, local fiscal revenue and industrial revenues of above scale industries should be doubled on the basis of "11th Five-Year", reaching 800 billion yuan, 40 billion yuan and 20000 billion yuan respectively, and the urbanization rate increased from 55.4% to 63%.
The sustained and rapid growth of the total economic volume must rely on the first power of science and technology and the first resource of talents.
The report points out that in the next few years, the total annual growth rate of Yantai's talent will reach at least 10.2%, so as to meet the needs of economic development.
In order to meet the needs of talents, while comprehensively utilizing market, administrative, policy and other means to guide talents to pfer to the blue and new high-end industries of manufacturing industry, Yantai will further improve the "flexible attracting talents" mechanism and introduce high-level talents in the future.
In the "flexible flow" mode, talents can not move to "nest", only join enterprises by technological inventions and patent projects. They can not join, do not join, do not seek jobs, do not get wages, do not establish any administrative affiliation, invest solely in results, and divide them according to benefit.
